of a Two-Phase Design-Build firm fixed price contract for the
construction of one 96-person dormitory at Langley AFB, VA.
Construction consists of reinforced concrete foundation and floor
slabs, insulated exterior masonry walls, sound attenuation and standing
seam metal roof. Includes room-bath/kitchen-room modules, laundry
rooms, lounge areas, utility room, exterior site work, fire protection
systems, parking area and demolition of abandoned foundation.
Requirements for the technical Source Selection criteria factors are as
follows: PHASE ONE (1) Past Performance; sub-factors (1A) Offeror's
Past Performance (1B) Experience Modifier Ratio (2) Management Team and
(3) Small Business Subcontracting Effort; subfactors (3A) Past
Performance and (3B) Subcontracting Plan Effort. PHASE TWO Price. A
maximum of five offerors selected during PHASE ONE will advice to PHASE
TWO. Offerors will be evaluated on both technical and price. Technical
and price will be equal in significance. The Government reserves the
right to reject any or all proposal prior to award; to negotiate with
any or all proposers; to award the contract to other than the lowest
total price; and to award to the proposers submitting the proposal
determined by the Government to be the most advantageous to the
Government. PROPERS ARE ADVISED ANY AWARD MAY BE MADE IN PHASE TWO
WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. The
receipt date for technical proposals for PHASE ONE is 17 January 2000.
Price Proposals for PHASE TWO will be requested after the competitive
range has been established. The magnitude of construction is estimated
to be between $6,000,000.00 and $6,300,000.00. Duration of the project
is 400 calendar days. The plans and specifications are available on
Compact Disk (CD-ROM) and will be provided free of charge. It has been
determined that the number of Compact Disks be limited to one (1) per
firm. Plans and Specifications will not be provided in a printed hard
copy format. Contractors may view and/or download this project from
this website when the CD-ROM copies become unavailable. The website

Prospective contractors must be registered in the DOD Central
Contractor Registration (CCR) database prior to award of a contract.
