This is a market survey, seeking to identify suppliers of brush/tree cutting equipment, consisting of a cutting head and a tracked vehicle. Equipment is to be used for cutting and mulching vast, dense groves and piles of trees and brush located in wetlands in the Marine Corps Base Camp Lejeune area of North Carolina. General requirements for the brush/tree cutting equipment are as follow: 1. EQUIPMENT CAPABILITIES -- Equipment must be capable of working in the wetland and swamp areas of Camp Lejeune, North Carolina without sinking and be capable of cutting a 40 foot swath minimum; the cutting head must be capable of being angled to cut on a slope or ditch bank, be capable of clockwise and counterclockwise rotation, and be capable of cutting a 42 to 60 inch path. Timber to be cut and mulched is up to 18 inches in diameter at the base. Much of the timber to be cut and mulched has fallen and is in piles. 2. VEHICLE REQUIREMENTS -- Vehicle provided must operate using diesel fuel. The equipment will be transported over public highways and must not require a North Carolina Department of Motor Vehicles special use permit; the tracked vehicle shall not exert ground pressure of more than 5.55 pounds per square inch. The interior of the vehicle's cabin must be air conditioned for operator comfort. The vehicle must have a windshield washing system to keep debris created by vegetation clearing operations from accumulating on the operator's window. 3. SAFETY REQUIREMENTS -- Equipment must prevent debris from flying out of the sides of the cutting area; the vehicle operator cabin must have at least one emergency egress in addition to the primary entrance and the cabin windows must be covered with wire mesh to protect the operator from flying debris. 4. MAINTENANCE REQUIREMENTS -- Daily maintenance requirements must not be more complicated than greasing and checking fluid levels; blade changes must require only one person and be completed in under an hour; regular vehicle maintenance must be of the type that can be accomplished by a diesel/hydraulic mechanic without additional specialized training ; the vendor must be capable of providing on-site repairs within 48 hours upon request. 5. ENVIRONMENTAL REQUIREMENTS -- The equipment must be capable of working in wetlands and environmentally sensitive areas with minimum disturbance to soil; the equipment must reduce debris to biodegradable mulch to avoid requirements to haul off material, and to dissipate ground fuel in the event of forest fire; the cutting head must cut above the ground surface leaving the soil and roots intact; the equipment must not push or drag or similar activity that redeposit soil material. 6. EQUIPMENT INTEGRATION -- The equipment provider must fully integrate the vehicle and cutting head. All valves, plumbing, and circuitry to connect the cutting head to the vehicle shall be installed. 7. DEMONSTRATION AND APPROVAL -- The equipment must be approved by Marine Corps Base (MCB) Camp Lejeune's Fish and Wildlife Division as environmentally sound for use in the Camp Lejeune swamps. To obtain approval, the equipment must be or have been demonstrated in the Lejeune area pocosin swamps to a representative of MCB Camp Lejeune's Fish and Wildlife Division. This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP) and is not to be construed as a commitment by the Government to ultimately issue an RFP, RFQ, or contract. The Government will not cover any costs for preparation of information in response to this announcement nor pay reparation costs as a direct expense on any contract that may eventually result from this announcement.
