Contracting Officers, (703) 787-1365 The Department of the Interior,
Minerals Management Service, intends to acquire services from Dr. David
Stanley, BEAK International, Lancaster, New York, to be negotiated on
a sole-source basis. It is proposed that a workshop summarizing the
impact and evolution of offshore structures, fish assemblages and
fisheries take place over 3 -- 4 days during late 2000, in New Orleans,
LA. Dr. David Stanley will assist MMS in the technical and scientific
planning, organization, and conduct of the workshop. The services to be
provided include: Preparation of workshop announcement Dr. Stanley,
BEAK International, in conjunction with MMS representatives will design
the workshop announcement; Mailing list American Fisheries Society
(AFS) Southeastern Region -- in order to broaden the scope of
attendees, the mailing list of AFS members from the southeastern region
will be provided to MMS; Listing of workshop announcement on BEAK
International website. The announcement will be linked with a workshop
announcements on the AFS and MMS website; Dr. Stanley will act as
liaison to the AFS for coordination of selected workshop papers in a
special publication of AFS; Scientific and Technical Meeting
Organization in consultation with MMS representatives the agenda of the
meeting will be determined, organization of invited speakers, workshop
format will be developed and final determination of speakers and
presentations; Workshop participation Dr. Stanley along with MMS
participation will serve as conference chair and deliver opening and
closing remarks. Papers from speakers will be collected and submitted
to MMS for copy editing. Chair participation will include participation
in the workshop, presentation of relevant research and monitoring paper
submission by workshop participants; Posting of workshop abstracts on
BEAK International Website. The abstracts from workshop speakers will
be posted on the BEAK International website with links to the AFS and
MMS website. The abstracts will be posted until the proceedings of the
workshop are published; Technical and Scientific Review of Papers
Selected for Publication in AFS Special Proceedings. After receiving
the copy edited drafts of the papers selected for publication in the
AFS special proceedings, Dr. Stanley with MMS participation will
conduct scientific and technical reviews. BEAK International will
supervise and monitor the progress of the selected papers; and BEAK
International will provide acceptable peer reviewed versions of
selected papers for publication in the AFS special proceedings.
Documents will be in the format acceptable to AFS. This will include
final scientific and technical editing along with review of galleys.
Dr. Stanley, with over 10 years directed research at offshore oil and
gas platforms in the Gulf of Mexico, is considered to be uniquely
qualified to perform these services by virtue of his knowledge of the
importance of offshore structures to fisheries, previous experience and
knowledge of other fisheries research in the Gulf of Mexico region,
publicationof fisheries research related to oil and gas development in
professional journals and at professional meetings, and the cost
savings which would be realized by using a contractor who is at a
higher point on the learning curve for the work being performed than a
