NASA/HQ plans to issue a Request for Proposal (RFP) for Aero-Space
Technology Studies for NASA Headquarters Office of Aeronautics in the
following areas: Aeronautical and Space Transportation Technology
Assessments; Aeronautical and Space Technology related, Economic,
Business and Trade Policy Studies; Aircraft and Space Transportation
studies; Air Traffic Management, Air Traffic Control, Airport/Airline
Management and Airline Operations Studies; Technology Assessments;
Independent Surveys and Assessments of NASA Aero-Space Technology
customer and Stakeholder Satisfaction; and Independent Assessments of
the status, effectiveness, efficiency, and other characteristics of
NASA's aeronautical and space transportation research activities and
investments. It is anticipated that an Indefinite Delivery/Indefinite
Quantity (IDIQ) Cost Plus Incentive Fee (CPIF) performance-based
contract will be issued. The period of performance is five years. This
requirement is a follow-on to NASA contract NASW-4967 with Science
Applications International Corporation, Technology Service Company,
Arlington, VA 22102, which expires December 8, 1999. The Government
does not intend to acquire a commercial item using FAR Part 12. See
Note 26. The maximum contract value is expected to be $15 million. The
minimum contract value is expected to be $100,000. The SIC Code and
Size Standard are 8732 and $5M, respectively. The DPAS rating for this
procurement is DO-C9. The anticipated release date of Draft RFP is on
or about 1/10/00 and comments on Draft RFP due 1/25/00. The
anticipated release date of RFP is on or about 02/25/00 with an
anticipated proposal due date of on or about 03/27/00. All qualified
responsible sources may submit a proposal, which shall be considered by
the agency. An ombudsman has been appointed. See Internet Note "B". The
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and will
reside on a World-Wide Web (WWW) server, which may be accessed using a
