Bi-State Development Agency is seeking Letters of Interest and
Qualifications from architectural and engineering firms to conduct a
technical feasibility study that examines the opportunity to construct
and operate a trolley from the existing Delmar MetroLink Station.
Results of the feasibility study should demonstrate whether the trolley
is physically and financially feasible including a comparison with a
rubber tired vehicle, and should, if recommended, lead to a strategy
for implementation. It is estimated that the feasibility study should
be completed within four to six months after Notice to Proceed.
Qualifications will be evaluated based on the following criteria,
listed in order of importance: 1. The firm's general experience,
stability and history of performance on projects similar to the Delmar
Trolley project. 2. Quality of work previously performed by the firm
and recommendations and opinions of the firm's previous clients as to
its ability to meet deadlines and remain within budget.3. Familiarity
with the community and understanding of and experience with
transit-oriented development and commercial revitalization projects. 4.
The names of individuals in the firm who will be assigned key project
responsibilities, with particular attention to their qualifications,
competence and past performance. Selection of the successful firm will
be made based on the Brooks Act. The Brooks Act requires that an
offeror's qualifications be evaluated; price to be excluded as an
evaluation factor; negotiations to be conducted with only the most
qualified offeror; and failing agreement on price, negotiations with
the next most qualified offeror are conducted until a contract award
can be made to the most qualified offeror whose price is fair and
reasonable. A pre-selection list (short-list) of the most qualified
firms will be established for further consideration. Award of this
project will result in a firm fixed price contract. Firms replying to
the request for qualifications are to submit SF-254, Architect-Engineer
and Related Services Questionnaire and SF-255, Architect-Engineer and
Related Services Questionnaire for Specific Projects in original and
five copies. Additional submission requirements to be addressed are: 1.
Using at least five (5) examples from the first ten projects listed in
item "11. Project Examples" in the SF-255, describe the firm's project
performance with regard to schedule and compliance. 2. Using at least
five examples from item "11. SF-255", describe the firm's project
performance with regard to project budget compliance. 3. Using at least
five examples from item "11. SF-255", describe the firm's approach on
project design and community involvement issues." 4. Submit a plan of
how your firm will meet or exceed the DBE participation goal. The Scope
of Work will be made available upon request by contacting Ms. Ellen

addressing the four (4) evaluation criteria, Qualifications (SF-254 &
SF-255) and additional submission requirements, and mailed to the
attention of Ms. Ellen Towe, Bi-State Development Agency, Contracts &

63012-2595. Deadline for submissions is 4:00 p.m. CST, January 25,
2000. Handcarried submissions must be placed in the wooden box located
in the lobby at the security desk. Firms must identify their
submission by annotating 99-RFQ-2524-ET in the lower left hand corner
of the submission envelope. The Agency is committed to maximizing
Disadvantaged Business Enterprise (DBE) participation. A ten (10%)
percent DBE participation goal has been established for this project;
however, all DBE firms are invited to fully participate as a primary
