The National Oceanic and Atmospheric Administration (NOAA) of the Forecast Systems Laboratory of the Department of Commerce has a follow-on requirement for the Global Air-ocean IN-situ System (GAINS) project. The contractor shall provide instrument development and flight testing of the prototype balloon instruments. The GAINS prototype system, a 60 ft. diameter super pressure vehicle and instrument package, is designed for flights of several days duration in the stratosphere. Float altitude is 60,000 ft. with controlled excursions of 1,000 ft. with a 220-lb payload. Contractor shall provide the following instrument development functions to: 1). Design upgrades to the existing instrument package; 2). Oversee the rebuilding and laboratory testing of the upgraded instrument package; 3). Integrate the upgraded FSL instrument with other instruments in preparation for flight testing; 4) Provide instrument support during GAINS test flights; and, 5). Begin to incorporate pump capabilities into the GAINS prototype. The base contract is for eight (8) months with 2, one year option periods. Concerns having the capability to furnish the above services should give written notice within 21 days from the date of this synopsis. In the absence of qualified sources, it is the intent of the Government to award a sole source contract under the authority 41 U.S.C. 253 (c)(1) to Robert Anderson, Basic Automation, 1011 Rainbow Way, Boulder, Colorado 30303, as this source is considered to be the only responsible source and no other type of supplies or services will satisfy agency requirements.
