thomas.a.sowa@usdoj.gov. The Department of Justice (DOJ) intends to
negotiate on a sole source basis with Sterling Commerce, Incorporated
(Sterling), 5215 N. O'Connor Blvd., Suite 1500, Irving, TX 75039 for
continued usage, upgrades and maintenance, as needed, for existing
proprietary software currently installed at the Justice Data Centers in
Rockville, MD and Dallas, TX. The proprietary software products
currently licensed for use by DOJ include Connect:Direct VM, SNA and
ARS. The negotiations will provide for sixty (60) months of software
maintenance and support services, which includes one (1) base year plus
four (4) one-year options to extend the term of the resultant contract.
The required software maintenance support shall include, but is not
limited to, providing new releases, updates, documentation and
corrections to the software. Any additional functions to the software
should be provided as they become available in order to ensure
continued reliability and functionality. In addition there shall be a
provision for the upgrade of the software product in the event of an
operating system or processor change. The authority for negotiating on
an other than full and open basis is 41 U.S.C. 253(c)(1), only one
responsible source and no other supplies or services will satisfy
agency requirements. Interested parties will have fifteen (15) days
from the publication date of this synopsis to submit their
qualifications/capabilities (i.e., technical specifications, brochures,
and price lists), in the critical areas mentioned above. Responses
received without the requested information may be considered
nonresponsive to this synopsis. Oral communications are not acceptable
in response to this synopsis. A determination by the Government not to
open the requirement to competition based upon written responses to
this notice is solely within the discretion of the Government.
