walter.dean@epa.gov. The U.S. Environmental Protection Agency (EPA) has
a requirement for an industrial plant database. This database shall be
capable of providing detailed information on manufacturing and
industrial plants concerning location, energy use, energy sources,
plant employment and plant operations. The database must be capable of
resolution at a 4-digit Standard Industrial Code (SIC) level and at
least a 4-digit resolution in the North American Industrial
Classification System (NAICS). It must also be capable of providing
information on an individual plant level, and energy consumption and
cost data by fuel type. The information from this database will be used
to assess the impact of different variables on energy performance of
various industries in the industrial and manufacturing sectors. This is
a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation, number
RFQ-DC-00-00026, is issued as a request for quotation (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-14. The SIC code for
this procurement is 7372. Contract Line Item 1 is two (2) copies of
compact discs containing the database, Contract Line Item 2 is three
(3) quarterly database updates beginning the first quarter after
database acceptance. Delivery is required within 30 days of contract
award to US EPA-OAR-OAP-CPD, Attention Thomas Hicks, One Congress
Street, Suite 1100 (SPP), Boston, MA 02114-2023. The provision at FAR
52.212-1, Instructions to Offerors -- Commercial, applies to this
acquisition. The Government intends to award a firm-fixed-price
purchase order to the offeror proposing the low price technically
acceptable offer. Offers shall provide a technical description of their
product and how it meets the Government's requirement. Offerors must
include a completed copy of FAR Provision 52.212-3, Offeror
Representations and Certifications -- Commercial Items, with its offer.
FAR Clauses 52.212-4, Contract Terms and Conditions -- Commercial Items
and 52.212-5, Contract Terms and Conditions Required To Implement
Statutes or Executive Orders -- Commercial Items apply to this
