a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR 12.6 as supplemented, with additional
information included in this notice. This requirement is being
processed in accordance with FAR 12. This announcement constitutes the
only solicitation to be provided. A written solicitation will NOT be
issued and any requests for a solicitation package will NOT be
acknowledged. This synopsis will serve as a Request for Quotations
(RFQ) PBGC-RQ-00-0004 which seeks written proposals for the type of
maintenance outlined herein. The SIC Code applicable to this
requirement is 7378 and the dollar threshold is $18.0M. Proposals will
be accepted until 3:00pm EST on December 29, 1999. This synopsis and
incorporated provisions/clauses are those in effect through Federal
Acquisition Circular 97-14. This acquisition will be processed using
the Simplified Acquisition Procedures. Questions relating to this
notice shall be submitted in writing no later than December 23, 1999
and sent via facsimile to (202) 326-4162. Answers will be provided via
the Commerce Business Daily (CBD). The following provisions/clauses
are applicable to this solicitation: FAR 52.212-1, Instructions to
Offerors -- Commercial Items, FAR 212-3, Offeror Representations and
Certifications -- Commercial Items, 52.212-4, Contract Terms and
Conditions -- Commercial Items, and 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items. Offerors shall submit a completed copy of provision
52.212-3 with the proposal to be considered for award. Copies of the
above provisions to be considered for award. Copies of the above
provisions/clauses are available upon written request. The contractor
shall provide hardware maintenance for the period of January 1, 2000
through December 31, 2000. In addition to the performance period
identified above the contractor SHALL propose two (2) one-year option
periods for the continued maintenance of the identifiedhardware. The
offeror's proposed price must be submitted on a monthly basis for the
base period as well as the two (2) option periods. The contractor shall
propose scheduled preventive maintenance, and on-call remedial
maintenance during the PPM provided through remote and/or on-site
support. The principal period of maintenance (PPM) is Monday through
Friday, 7:00am to 7:00pm, local standard time, excluding Government
Holidays. The offeror shall propose a basic maintenance to include a
two (2) hour maximum on-site response time and equipment repair within
48 hours. From time to time, equipment may be moved to different
locations supporting the programs of PBGC. Equipment moved under this
requirement shall still be maintained by the successful offeror. The
hardware installed and required to be maintained in the Washington, DC
office is as follows: OSAR 5310-125 FN 107GTL-6dr, Model No. FNTJBWPZ
(1 each) and Philips LD6100 Laser Drive, Model No. PHIJBYOZ (6 each).
The hardware installed and required to be maintained in the
Wilmington, DE office is as follows: OSAR 5310-124 FN 107GTL -- 4 dr,
Model No. FNTJBWOZ (1 each) and Philips LD 6100 LaserDrive, Model No.
PHIJBY0Z (4 each). In lieu of applying FAR 52.212-2, Evaluation --
Commercial Items to this acquisition, the maintainenance proposed will
be evaluated to confirm compliance with the PBGC maintainence
requirement stated herein. Award will be made to the technically
acceptable offeror who proposes the lowest price. Facsimile offerors
