Notice of Intent to award a sole source action to Tom Kraay for the following: Implementing of software programs that will allow the end user to process, evaluate and gain better insights into the information contained in various databases. The task entails tailoring a set of customized software programs to load and to process the data. It includes the viewing of the data via an Origami tool. The work includes technical efforts to help FinCEN's IT staff and analysts to tailor the system with a friendly Graphical User Interface and operation support for deploying the Component Processing to the analysts. The Contractor shall possess signficant high level experience and expertise regarding data mining, Specializing and customizing software, the tool-Origami, and Law Enforcement initiatives particularly in the Drug Enforcement venue. This expertise shall be evidenced by significant expertise in the areas required. The reason for the sole source is Mr. Kraay is the only known source who can provide the services required.
