commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This solicitation is issued as a request for proposal. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. The
solicitation documents and the associated standard provisions and
clauses are those in effect through Federal Acquisition Circular 97-11.
A firm fixed price contract is contemplated for any resultant award.
The basis of award will be low price technically acceptable among those
offers responding to the notice. Technical acceptability of offers will
be determined by information submitted by the offeror providing a
description in sufficient detail to show that the product offered meets
the Government's requirement. In order to be considered technically
acceptable, quotations must meet the following minimum requirements: 1)
Past Performance: the Offeror must demonstrate that it has successfully
performed at least three similar contracts within the past 3 years; 2)
Technical specifications: the Offeror must demonstrate that the
product offered complies with the mandatory technical requirements
stated below; and 3) Local authorized representative: the Offeror must
indicate the supplier's authorized representative in Mali, who will
handle warranty, pre-delivery, installation and/or after sales
services. The offer should contain a letter from the local
representative stating their commitment to the above. This procurement
is for the following network equipment and network wiring/installation
of equipment. CLIN 001 -- Network equipment: 1 ea Server, Pentium

wiring/Installation of equipment: The Cabinet of the Ministry of Rural
Development and Water is a two floor building (Level A and B). It
comprises 12 offices on level A and 13 offices on level B with a
technical premise in each floor. The Network wiring should comply with
the category 5 of the ISO/CEI IS 11801 specifications, in terms of
performance norms EN 50167 and EN 50159. The installation, including
reconfiguration and masonry work, shall conform to the French Standard
in civil engineering. Date of Delivery: Thirty (30) calendar days
after contract award. F.O.B. Point, Bamako Mali, (West Africa),
Ministry of Rural Development and Water. Warranty: Contractor will be
required to offer the Government at least the same including offers of
extended warranties, available to the general customary commercial
practice. A site visit is scheduled for December 28, 1999, at 10:00
a.m. local time. Potential Offerors are requested to notify POC:
Bradford Palmer with the names of individuals who will participate in
the site visit. Please acknowledge all requirements and F.O.B Point on
quote. The contractors shall install, configure and test equipment
listed above at the Cabinet of the Ministry of Rural Development and
Water. The acquisition is unrestricted (not set aside). The Standard
Industrial Classification (SIC) is 3577. The Geographic Code approved
for this procurement is 935. Inspection and acceptance of the installed
network will be made as follows: Place of Inspection: Cabinet of the
Ministry of Rural Development and Water. Place of Acceptance: Same as
Place of Inspection. Inspection and Acceptance will be performed by:
Cheick Coulibaly, MIS Administrator or his Representative designated in
writing. Upon shipment, the Supplier shall be responsible for clearing
the equipment through customs. Please note that the following

an original and two copies of signed and dated offers addressed as

expected delivery time required by the transmission method chosen to
ensure timely submission at USAID/Mali. Telegraphic, facsimile, or
electronic commerce bids, will not be accepted. The offeror accepts to
hold prices firm for 60 calendar days from the date specified for
receipt of offers. In order to evaluate an offer, the offeror shall
attach to his/her quotation original descriptive literature, such as
cuts, illustrations, drawings and brochures, which shows the
