(FDIC) is seeking sources to indicate an interest in providing a
commercial of-the shelf (COTS) software package to assist in the
evaluation, reporting and printing of cartographic, demographic and
loan data associated with financial institutions' performance and
compliance with CRA and fair lending laws. The system would be used to
support the current examination process and allow for customization to
meet requirements unique to the FDIC and for inclusion of enhancements
to accomodate new and/or modified examination policies and procedures,
including regulatory changes. THIS IS NOT A REQUEST FOR COMPETITIVE
PROPOSALS. The purpose of this notice is to develop a list of qualified
firms that can provide an automated CRA and fair lending analysis
system. Companies are invited to submit information regarding thier
software package(s) and the following qualifications and experiences:
(1) Experience and/or ability in providing a CRA and fair leding
package that support a mobile (laptop use)workforce. (2) Experience
and/or ability in providing ongoing support and maintenance, including
updates for regulatory changes. (3) A schedule of annual data updates
(including the source of data and the month the update is available
for use). (4) Specific information on how the proposed CRA and fair
lending package can satisfy FDIC requirements. Background: The FDIC
through its examination process is responsible for ensuring compliance
with Fair Lending and consumer protection laws and regulations. The
Division of Compliance and Consumer Affairs (DCA) is seeking to acquire
an automated PC (including laptop) based software for use in the
examination of banks to help determine compliance with Fair Lending and
consumer protection laws and requlations through the analysis and
evaluation of cartographic, demographic and loan data. The FDIC
technical environment: The workstation product will primarily be in
operation on examiner laptops at the FDIC. The laptop is a Dell 166
Mega-hertz Pentium processor with 64 MB RAM and a 3-gigabyte hrd drive
with an integrated CD-ROM. The FDIC operates in the Windows95/MS
Office 97 environment. The FDIC is also interested in abtaining
information on web-based packages that meet the requirements stated.
Requirements: The software should have or be easily modified to have
the capabilities to create analysis for CRA loans, HMDA loans, or other
loan types. The following functions are desirable: (1) Build assessment
areas based upon consensus geographics (census tracts or block
numbering areas), counties, MCD/CCDs, or MSAs. (2) Maintain multiple
assessments in one anaysis and the capability to edit an existing
assessment area. (3) Ability to export/import all analysis information
to media such as diskette, CD-R or network drives. (4)Import loan data
into an analysis fromvendor supplied HMDA LAR or CRA Summary data, and
bank supplied loan portfolio files. (5) Ability to accept loan data in
dBase, Microsoft Excel, Microsoft Access, Lotus 1-2-3, text files,
comma seperated, tab-delimited and other formats. (6) Ability to
geo-code all externally supplied loan data. (7) Ability to process loan
data (as an import) in the FFIEC format. (8) View and print maps of
loan distributions. (9) Flexability in applying thematic settings
(variables), overlays and labels to the maps. (10) Reports that cover
but are not limited to the following areas: a. An institution's market
share performance and market rank by various factors. b. An
institution's minority lending. c. Institution's and market lending by
Census tract income classes. d. Institution's and market lending by
applicant income classes. e. Demographic and economic information
regarding the assessment area and surrounding geographies f. Loan
distribution (inside/outside of Assessment Area). g. Business
demographic data (industry, employee, and revenue data). h. Information
typically used to create a CRA Public Evaluation report. Firms
resonding to this announcement are not quarenteed to be included on any
resulting source list for future RFPs related to this requirement.
