OMB CIRCULAR A-76, COST COMPARISON STUDY TO PROVIDE LOGISTICS SUPPORT
SERVICES, READINESS BUSINESS CENTER, FORT BRAGG, NORTH CAROLINA
(Modification) SOL DAKF40-99-R-0004 DUE 031300. The Installation
Business Office Contracting, Fort Bragg, NC is soliciting proposals for
an OMB Circular A-76 Cost Comparison Study (Multifunction) to provide
logistical support services in the Logistics Division of the Readiness
Business Center, Fort Bragg, including the Army Regulation (AR) 5-9
area of responsibility, inter-service support agreements (ISSA),
National-level maintenance programs, and designated Reserve Component
units, as well as transition from in-house to Contractor operations.
Major functional areas included are Supply and Services, Materiel
Maintenance and Transportation. The performance period includes a base
year and four one-year option periods. A separate phase-in period will
be required. The anticipated contract type is Cost Plus Award Fee. The
solicitation is unrestricted. The Standard Industrial Code applicable
to this requirement is 8744 with small business size standard of $20.0
million. The FSC/Service Code is R706. Proposal evaluation will be in
accordance with the procedures set forth in OMB Circular A-76, Army
Regulation 5-20, Dept. of the Army Pamphlet 5-20, the Source Selection
Plan, and Section M of the Request for Proposals. In accordance with
OMB Circular A-76,and its Army implemention, the proposal deemed to
represent the best value to the Government will be compared to the
Government's proposal to perform said services. The solicitation will
not result in contract award if Government performance is determined to
be more advantageous. The study will determine if it is more economical
to contract out the functions to a commercial activity or retain the
functions within the federal workforce. This notice does not constitute
a commitment by the Government. The projected date of issuance of the
solicitation is now 28 January 2000, with proposals due on 13 March
2000. The issue date and date for receipt of proposals is estimated.
Actual date and time for receipt of proposals will be specified in the
solicitation. It is now the Government's intent to issue the
solicitation and amendments (if any) on CD ROM. It is impractical to
distribute all the applicable technical data, regulations, and other
materials with the solicitation. These items will be made available for
examination by potential Offerors in a technical library. Information
regarding the technical library will be provided in the solicitation.
Requests for the solicitation must be submitted in writing and contain
the solicitation number and title. Potential Offerors who have already
requested the solicitation remain on the solicitation mailing list.
