Claire.Cashwell@gsa.gov. The Bureau of Indian Affairs (BIA) Office of
Trust Responsibilities, Division of Water and Land Resources, is the
primary agency within the Department of Interior responsible for
fulfilling the Department's statutory and trust responsibilities on
behalf of Indian Tribes and Indian lands affected by the licensing of
hydropower projects by the Federal Energy Regulatory Commission (FERC).
Under the Federal Power Act (FPA), 16 U.S.C. x 791a et seq., the
Secretary of the Interior is authorized to mandate conditions for the
protection and utilization of Indian lands under his jurisdiction which
are occupied by Federal licensed hydroelectric projects pursuant to 16
U.S.C. x 797(e). BIA develops the mandatory conditions on the
Secretary's behalf for these projects. The BIA also recommends license
conditions for projects affecting Indian resources 16 U.S.C. x803(a).
The General Services Administration (GSA), on behalf of the BIA, is
conducting a market search for Indian organizations and Indian-owned
economic enterprise concerns interested in providing advisory and
assistance services to the BIA on hydroelectric licensing assessments
for various tasks located throughout the United States. Two potential
contract areas will include all states with FERC projects affecting
Indian Lands and/or resources. One area will cover the Eastern states.
The other area will cover the Western states and Alaska. There are no
FERC projects with impacts on Indian Lands and/or resources in Hawaii.
The consultant team disciplines at a minimum must include hydrologists,
biologists and economists, archeologists/cultural resource specialists,
fishery experts, soils scientists/geologists, hydropower engineers,
fishery and wildlife biologists, botanists, recreation experts, and
realty experts. The consulting team must be capable of providing
services in these disciplines and areas as credible expert witnesses
for administrative and judicial proceedings. In order to avoid
potential conflicts of interest during the term of the contracts, the
contractors will not perform services as a consultant regarding FERC
matters or as an expert witness, or prepare, assist in the preparation
of, or present testimony on behalf of any other party involved in any
matter involving the hydroelectric licensing assessment projects
covered by the potential contracts without the express written consent
of GSA and BIA. Interested parties may submit their letter of interest
