M -- NUCLEAR WEAPONS PRODUCTION PLANT (NWPP) COMPETITION The U.S. Department of Energy (DOE) intends to competitively select the contractors for the management and operation of the nuclear weapons production facilities at the Pantex Plant near Amarillo, Texas, the Kansas City Plant (KCP) in Kansas City, Missouri, and the Y-12 Plant at Oak Ridge, Tennessee. These facilities represent key production capability in the Department's Nuclear Weapons Complex (NWC). This Special CBD Notice is to advise all potential offerors or other concerned individuals or organizations that DOE Headquarters has established a website at http://www.dp.doe.gov/nwpp for the dissemination of information relating to these solicitations. The web-site will provide site specific solicitation data via links to web-sites established for each of the NWC facilities (Pantex Plant at Amarillo, TX; Kansas City Plant at Kansas City, MO; and Y-12 Plant at Oak Ridge, TN). The web-sites and the associated links will provide information such as the acquisition plan, solicitation information, site-visits, amendments, notices, changes, questions & answers or any other pertinent information relating to these solicitations. Presently, the web-site contains the Acquisition Plan which DOE intends to utilize to competitively select the contractors for the management and operation of the three plants. Other acquisition specific information will be added to the web-sites as it becomes available. It is strongly advised that interested offerors should frequently check this web-site and the plant specific web-sites for updates. The Acquisition Plan contains, among other things, the Department's corporate objectives, the acquisition strategy, contracting considerations and milestones for the acquisition cycle. Interested parties are invited to review the plan and provide any written comments to the e-mail address listed below by January 12, 1999. Also, for each acquisition, as portionsof the draft solicitation are completed they will be posted on the individual web-sites in order to streamline the process and initiate industry comments and recommendations early in the process.
