RFP. The Naval Air Systems Command (NAVAIR) is seeking potential
sources for a possible multiple year lease of aircraft to serve as E-6
In-Flight Trainers. Proposed training systems will be required for use
commencing in second quarter of FY00. The U. S. Navy has a requirement
to provide training to 28 Category I (Initial E-6/707 qualification)
aviators and eight (8) Category II (E-6/707 re-qualification) aviators,
annually. Additionally, there is a requirement to augment fleet
operating squadrons by providing proficiency training for E-6 qualified
pilots. In flight refueling training capability is highly desired but
not specifically required. The annual flight requirement for this
training syllabus is 2, 000 flight hours and 6,000 landings. The
aircraft will be based at Tinker AFB, OK. The aircraft will be operated
throughout the United States, including Alaska, Hawaii and Puerto Rico
by U. S. Naval Pilots. The aircraft must be operated and maintained in
accordance with FAA requirements. This Request for Information (RFI) is
NOT a contract; or a request for proposal; or a promise to contract; or
a commitment of any kind. The Government will NOT assume liability for
costs incurred by any offeror for any data offered for examination;
therefore, the cost of preparing information in response to this notice
is not considered an allowable direct charge to the Government. The
Government reserves the right to review data at its own discretion and
use. Upon request, NAVAIR will protect proprietary information from
