208-387-5717 The Bureau of Land Management (BLM) at the National
Interagency Fire Center (NIFC) intends to negotiate with only one
source under the authority of FAR 6.302-1 using Simplified Acquisition
Procedures (SAP) to acquire 30 each DC-7 parachutes. The government
believes the only responsible source that can satisfy the agency
requirements is Para-Flite, Inc., 5800 Magnolia Ave., Pennsauken, NJ
08109. A justification for other than full and open competition has
been prepared in support of the acquisition. The following
specifications apply to this requirement. The parachute shall be a 375
square foot canopy to accommodate a payload ranging from 220 to 300
pounds. it shall be able to achieve descent rates from 5 to 10 feet per
second in no wind conditions and shall be able to reach these rates
using a static, deep brake setting. Slotted stabilizers are required
for good slow speed performance and to make the canopy more stable
(easier to control) when flown in deep brakes. Such flight
configurations are commonly used to land in a small meadow surrounded
by large trees. The canopy shall have at least a 20 mile per hour
forward speed. High winds around lightning caused fires are common and
a parachute that can counter the wind is required. A span wise
constructed seam is required in order to fit a canopy of this size into
the required deployment bags and containers. This construction
technique reduces pack volume by reducing seam bulk. The color scheme
shall be as follows: (a) Top Skin: 1st span of fabric = fire red, 2nd
span of fabric = white, 3rd span of fabric = royal blue, 4th span of
fabric = royal blue; (b) Bottom Skin: 1st span of fabric = fire red,
2nd span of fabric = fire red, 3rd span of fabric = white, 4th span of
fabric = royal blue, 5th span of fabric = royal blue; (c) End cells =
fire red; (d) Ribs = fire red; (e) Stabilizers = fire red; (f) Slider
= fire red. This simplified acquisition has an estimated value of less
than $50,000. No Request for Quotation (RFQ) will be issued and no
response will be made to letters or telephone requests for a copy of a
solicitation. This is not a request for competitive quotes but serves
as a procurement notice to fulfill public posting requirements in
accordance with FAR 5.101(a)(1). This requirement is set aside for
small business and SIC code 2399 Fabricated Textile Products, Not
Elsewhere Classified applies. Responsible firms believing they can
provide the required items are encouraged to identify themselves and
give written notification to the Contracting Officer. They must,
however, provide supporting evidence they can furnish the requested
items at a cost that will not exceed the total intended transaction
cost. All responses will be fully considered. If no affirmative
responses are received by January 5, 2000 to the effect that a
comparable source exists, an order will be placed with Para-Flite, Inc.
