The Naval Air Systems Command at Patuxent River, MD announces its intentions to procure services and material to design, manufacture, test and qualify one (1) replacement Main Generator Control Unit (GCU) for the existing H-46 Main Generator Supervisory Panel (two per aircraft) and one (1) APU GCU to replace the three (3) existing H-46 Auxiliary Power Plant (APU) Control Units (one per aircraft). The Main Generator Control Unit provides feeder fault, AC voltage regulation, under frequency, over voltage, and under voltage. The existing APU generator controls are: Voltage regulator -- this regulates the A/C voltage. Supervisory panel -- provides generator control functions, over voltage, under voltage, and under frequency protection. Transfer unit -- this transfers the functions to the control unit to monitor and control the power from an external power source. THIS PROCUREMENT SHALL BE AWARDED AS A 100% SMALL BUSINESS SET-ASIDE. THE STANDARD INDUSTRIAL CLASSIFICATION (SIC) CODE IS 3621; 1000 EMPLOYEES OR LESS. The procurement approach being considered is as follows: Base award of a Cost Plus Fixed Fee (CPFF) with Fixed Price Incentive (FPI) options. The (CPFF) base award will include the development and qualification of four (4) prototype Main GCUs and two (2) prototype APU GCUs and four (4) Main GCUs and two (2) APU GCUs for validation/verification. The FPI options will be the production 415 Main Generator Control Units and 210 APU Generator Control Units. This contract is estimated to be a five-year effort (base award with four options).
