The DMT O&I network will provide the USAF with the capability to "train as we fight." The DMT O&I program is in its second and final phase of source selection. Four contracts have been awarded with all four contractors required to complete the First Federation Task (Task Order 0001) during Phase I of the program. The downselect source selection will conclude with submission of downselect proposals and selection of a contractor for Phase II of the program. The source selection is being conducted under full and open competition. No offeror is precluded from submitting a proposal for Phase II of the program. Any such proposal should comply with Section J, Attachment 12, Instructions, Conditions and Notices to the Contractor and Evaluation Criteria/Standards for the Downselect. A draft version of Section J, Attachment 12, dated 13 Dec 99, was posted to PIXS on 17 Dec 99. The Source Selection Evaluation Team anticipates posting the finalized Section J, Attachment 12 to PIXS no later than 10 Jan 00. No other Request for Proposal/solicitation document will be issued. Proposals must comply with proposal direction/requirements, etc. incorporated in Section J, Attachment 12 as finalized. The proposal also shall express clearly the offeror's commitment to comply with the terms and conditions and requirements of the basic contract, as modified during the source selection. (Terms and conditions of the four contracts awarded to date are substantially identical. Copies of the four contracts and associated task orders have been posted to this PIXS site; all source selection sensitive,competition sensitive, or otherwise proprietary information has been removed.
