The U.S. Environmental Protection Agency (EPA) has a requirement for Rulers with puzzle inserts imprinted with the image of the Energy Star logo. Specifications for the item: Dimensions -- 2-1/2 inches high by 6 inches wide by 1/4 inch thick, manufactured of white plastic, black inch and centimeter scales, puzzle area (17 small square pieces that can be arranged in various patterns) on left side which contains the four-color process "Energy Star" graphic (high resolution graphic .tif file will be provided at award) and a one color image area on the right (specific information for image area will be determined at time of award). Quantity is 50,000 units delivered FOB destination as follows: 25,000 Washington DC (zip code 20001), 2,500 to each of the following 10 regions -- Boston (02203), New York (10007), Philadelphia (19103), Atlanta (30303), Chicago (60604), Dallas (75202), Kansas City (66101), Denver (80202), San Francisco (94105), and Seattle (98101). Delivery is required no later than March 31, 2000. Packaging shall be based on standard commercial practices. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, number RFQ-DC-00-00501, is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14. The SIC code for this procurement is 3089. Contract Line Item 1 is Rulers with puzzle insert, 50,000 each. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The Government intends to award a firm-fixed-price purchase order to the offeror proposing the low price technically acceptable offer. Offers shall provide a technical description of their product and how it meets the Government's requirement. Offerors must include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.
