The Naval Air Systems Command intends to negotiate a sole source contract with Sikorsky Aircraft Corporation, the original manufacturer of the H-53E helicopter, for technical services to address a design change to the H-53E external cargo handling system. The services will require a detailed analysis of the current system attributes, system failure modes, and uncommanded release histories. The requirement will demand an active and detailed technical familiarity of the H-53E weapons' system. In addition to technical familiarity, the ability to fabricate and model, utilizing a fine-mesh solid model, the H-53E external cargo system is necessary.
