The U.S. Department of Commerce, NOAA, National Marine Fisheries Service (NMFS), Northeast Regional Office, Fisheries Statistics Office, One Blackburn Drive, Gloucester, MA is soliciting for information from industry regarding performance-based quality standards for data entry contract services. The Fisheries Statistics Office is responsible for the collection, processing, and dissemination of federally mandated fishery-dependant logbook data, which is used to monitor, evaluate, and enforce the federal fishery regulations intended to achieve sustainable fisheries. The information provided by industry will assist in the development of the Statement of Work for a multi-year, competitively bid, performance-based service contract for data processing for this office. The RFP as it is currently structured will allow each offeror the choice of proposing to perform the services on-site or off-site the NMFS location, and the additional option of selecting the complexity level of the contract supervision position. The primary task of the intended data processing contract is the data entry of the Fishing Vessel Trip Report (FVTR) logbook program. The Statement of Work in the RFP will describe the FVTR data processing tasks, which the contractor must provide. The tasks include the receipt, data processing, and filing of the FVTRs, along with the task of preparing mail packages for delivery to industry. The average annual workload of this program consists of approximately 185,000 reports, with the major task consisting of the alpha-numeric keying of the reports, utilizing an imaged based document management system. The FVTR collection consists of two types of submissions: Reports detailing fishing activity (fished), which average 165,000 of the total; and monthly Did Not Fish reports (DNF), which account for the remaining 20,000 documents. The projected entry keystroke total per annum is 21.3 million. These data are submitted by the fishing industry of the Northeast directly to a central office. The reports are scannedinto a document management system and queued for data entry. It is envisioned that our data entry system will be made available to the successful contractor. The quality of the submissions is variable given the diverse group of industry members required to submit these reports. Specifically, we are requesting information concerning standards applied by industry for all aspects of data quality for this scale of a data processing operation. Areas where we are seeking these standards are: 1) general methods used to monitor data quality; 2) number of errors allowable per unit; 3) types of errors allowed; and 4) methods used to rectify errors. In addition to industry standards, any information, ideas, and recommendations about potential qualified sources, data processing practices, relevant fee structures, or other information deemed useful is welcomed.
