Cooper, Contracting Officer, (304) 285-4160 The U.S. Department of Energy's National Energy Technology Laboratory (NETL) intends to award one (1) fixed price contract to provide guard services seven days per week, twenty four hours per day, including holidays, at the National Energy Technology Laboratory sites located in Morgantown, West Virginia and Pittsburgh, Pennsylvania. Therefore, this solicitation will require appropriate licensing in both states. The solicitation will be reserved for eligible firms in the Small Business Administration 8(a) program. The SIC code 7381 with small business size standard of maximum average of not more than $9 million gross revenue per year for the last three years is applicable. Each proposal will be evaluated based on the best value to the government, lowest price will not necessarily be the determinative factor. The Government will evaluate the offeror's past performance and capability to perform the current contract. Each offer will be objectively reviewed on its own merit against the evaluation criteria stated in the RFP. The Government anticipates a period of performance from the date of award through twenty four (24) months for the base contract. Options will be included for extending the service to a maximum of five (5) years. DOE plans to post the solicitation on NETL's Homepage on or around January 18, 2000. Offerors and other interested parties are encouraged to download the solicitation once it becomes available, as paper copies will not be distributed. Any amendments to the solicitation will be posted on the NETL Homepage. It is the Government's intent to provide facilities and property for accomplishing this effort. A pre-proposal conference will be scheduled to tour each of the facilities.
