COMMERCE BUSINESS DAILY ISSUE OF DECEMBER 21,1999 PSA#2500C -- PROFESSIONAL ENGINEERING SERVICES REQUIRED FOR THE DEVELOPMENT OF
A COMPREHENSIVE MASTER PLAN FOR THE CAPE CANAVERAL SPACEPORT (R-137)
This synopsis specifies the Government's requirement. There is no
separate solicitation package. The professional engineering services
described in this announcement require multi-disciplined engineering
skills for performance of the required work. The task includes but is
not limited to the development of a comprehensive international airport
or spaceport master plan to support current and future launch
operations, payload processing, related research and development,
planning for transition from a governmental to commercial operation, as
well as the ability to integrate governmental and commercial
requirements, to include, at a minimum: a) long-range global launch
forecasting or related long-range forecasting, b) airport or spaceport
infrastructure support planning, c) calculation of facility utility
capacity and recommendations for enhancements, d) theme architectural
and landscape standards, e) transportation studies for NASA programs,
including impact on Cape Canaveral Spaceport and NASA visitors and
recommendations for improvement, f) facility utilization planning, g)
specific area development plans, h) outreach to develop appropriate
relationships with related governmental and commercial entities, i)
information tools for distribution to related commercial entities, and
j) forecasting and planning for the development of space tourism . The
following evaluation factors are in descending order of importance and
will be used in the evaluation of all submittals for this project.
NASA will consider the immediate past 10 years as the period of time
for evaluation under factors (1) and (2). 1) Specialized experience and
technical competence in the type of work required (Selection Weight
40%); 2) Past performance on contracts with Government agencies and
private industry in terms of cost control, quality of work, and
compliance with performance schedules. (Selection Weight 35%); 3)
Professional qualifications necessary for satisfactory performance of
required services (Selection Weight 10%); 4) Capacity to accomplish the
work in the required time (Selection Weight 10%); 5) Location in the
general geographical area of the project and knowledge of the locality
of the project; provided, that application of this criterion leaves an
appropriate number of qualified firms, given the nature and size of the
project (Selection Weight 5%). As part of your submittal, provide in
order of the above factors a specific response to each factor. A
responding firm must tailor their submittal to the specific
requirements of this synopsis. The submittal may not exceed 50, pages,
front side only. The 50 pages include both the 254's and 255's and any
additional information the offeror feels may benefit their firm in the
selection process. The proposed design team qualifications as they
relate to the specialized experience and technical competence required
for this project should be stated. Submittals that are not tailored to
the requirements or that exceed the 50 page limitation may not be
considered for award. Closing date for responding to this notice is
close of business February 3, 2000. All offerors that can satisfy the
requirements of this announcement may provide a submittal. Offerors are
cautioned that submittals received after the specified closing date may
be considered late -- -see Note 24 -- -all references in numbered note
24 to the Department of Defense shall be changed to read National
Aeronautics and Space Administration. Technical questions should be
