"This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6 as supplemented
with additional information included in this notice. This notice
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This is a sole source
requirement IAW FAR 6.302-1. This Request for Proposal (RFP) has eight
(8) line items: Item 0001: AML Base System Development
(NT-Development) M&S; Item 0002: AML Advanced Geometry Module
Maintenance & Support (Mod 1.1-1.5) (NT Development) ; Item 0003: AML
IGES I/O Module Maintenance & Support (NT-Development); Item 0004 : AML
Advance Finite Element Modeler Module (NT-Development) M&S; Item 0005
AML Base System Development (UNIX-Development) M&S; Item 0006: AML
Advanced Geometry Module Maintenance & Support (UNIX-Development); Item
0007: AML IGES I/O Module (Unix-Development) M&S; Item 0008: AML
Advanced Finite Element Modeler Module (UNIX-Development) M&S. The

and 252.204-7004. The offeror must return a copy of FAR 52.212-3,
Offeror Representations and Certifications -- Commercial Items; and
DFARS 252-225-7000, Buy American Act and Balance of Payments Program
Certificate. Copies of all provisions and clauses, including Offeror
Representations and Certifications, are available at
http://farsite.hill.af.mil. Note: All information technology items must
be Year 2000 compliant. Year 2000 compliant means information
technology that accurately processes date/time data (including, but not
limited to, calculating, comparing and sequencing) from, into and
between the twentieth and twenty-first centuries, and the years 1999
and 2000, and leap year calculations. Furthermore, Year 2000 compliant
information technology, when used in conjunction with other
information technology, shall accurately process date/time data if the
other information technology properly exchanges date/time data with
it. This is a sole source, not a competitive procurement, under
Authority 10 U.S.C. 2304 (c) (1). However, interested persons may
identify their interest and capability to respond to the requirement or
submit proposals. All proposals received by close of business 10
January 2000 shall be considered by the Government. Mr. Stephen J.

255-9095 has been appointed as Ombudsman. The purpose of the Ombudsman
is to communicate contractor concerns, issues, disagreements and
recommendations to the appropriate government personnel. The Ombudsman
does not participate in the preparation of solicitations, evaluation
of proposals or source selection process and does not diminish the
authority of the contracting officer. All responses received from
responsible sources on or before 15 days from this publication will be
