Agency (U.S. EPA) has a requirement for program review and tracking
support. This effort will be performed within the context of the Clean
Air Act (CAA) and related environmental statute. The primary focus
will be on sections of the CAA dealing with, but not limited to,
National Ambient Air Quality Standards (NAAQS), New Source Performance
Standards (NSPS), and the National Emission Standards for Hazardous
Air Pollutants (NESHAPs). The support will primarily include technical
review analysis and tracking as well as technical support. For
technical review analysis and tracking, the contractor shall provide
regulatory, monitoring, compliance, data base, mobile sources, planning
analyses, and modeling support. The technical support effort requires
the contractor to provide public hearing/meeting support; training,
workshops, and seminar support; public comments/docket support; public
outreach; document preparation; technical/peer review of documents;
risk communication; technical/scientific review and editing; and
computer software documentation and training. EPA anticipates the award
of a cost-plus-fixed-fee level of effort contract for a total of
107,000 labor hours consisting of a base requirement of 7,000 and four
twelve-month options of 7,000 labor hours each. In addition, the
contract allows for options to increase the quantity of hours for the
base and four option periods by 14,400 labor hours in each period. A

SIC number 8748 applies with a size standard of $5M in average annual
receipts over the last three years. The solicitation is expected to be
issued approximately February 8, 2000, as a total small business set
aside. Proposals will be due approximately 30 days after issuance of
the solicitation. This is a follow-on to contract number 68D98052 with
E.H. Pechan. The solicitation and amendments will be available via the
Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are
encouraged to access the solicitation and amendments via the Internet.
If you obtain a copy of the solicitation via the Internet, it will be
your responsibility to frequently check the same site where the
solicitation is posted for any amendments. Firms who do NOT have the
capability to obtain the solicitation from the Internet may submit a
written request for a diskette with the solicitation in WordPerfect 8.0
format from the contact point at the address above. However, only those
firms who do NOT have the capability to obtain the solicitation from
the Internet should request a copy of the diskette. Diskettes will not
be sent to those firms who have Internet access. If you request a
diskette of the solicitation, you will receive amendments by mail,
unless you notify us otherwise. Telephone and fax request will not be
honored. Only one copy shall be sent to a corporate entity, regardless
of the number of requests from one or more different geographic
locations. A copy of the preliminary source list will be posted along
with the solicitation. All responsible sources may submit a proposal
