Administration (NOAA), National Marine Fisheries Service (NMFS), Silver
Spring, MD, intends to negotiate on a noncompetitive basis with Seem
Data Design Company of Seminole, FL to design, develop, document,
implement, and maintain the Fisheries Grants Management Database
(FGMDB). In addition, the contractor will train users and serve as help
desk support. The (FGMDB) is an administrative management tool for all
grants and cooperative agreements which are administrated by the NMFS.
The (FGMDB) was developed by Seem Data Design Co. The contractor shall
perform the following functions: modify the FGMDB as required;
modifications will be performed and tested on the FGMDB development
database and then transferred to the FGMDB production database; design,
develop, update, maintain and deploy forms and reports for working with
the FGMDB; assist in conversion of historic information contained in
other formats to the FGMDB; assist in the design of a conversion system
for final reports; maintain a users guide, provide a help desk and
provide personalized training to users. Vendors who believe that they
can meet this requirement are required to submit in writing an
affirmative response demonstrating they can meet the Governments
requirements. All written responses must include a written narrative
statement of capability, including detailed technical information and
other technical literature demonstrating the ability to meet the above
requirements. In order to be considered an affirmative response,
vendors must submit documentation that is sufficient to permit agency
analysis to establish a bona fide capability to meet the requirements.
Failure to submit documentation will result in the Government
proceeding as stated above. A determination by the Government not to
open the requirement to competition based upon responses to this notice
is solely within the discretion of the Government. A fixed-price,
purchase order is contemplated for this effort. Affirmative written
responses must be received no later than 21 days after publication to
