synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation DE-RP65-00WG13738 is
issued as a Request for Proposal. Solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-14. A fixed price contract will be awarded
using Simplified Acquisition Procedures. This procurement is 100%
reserved for small business concerns. The standard industrial code is
7361 and the business size standard is $5.0 Million or less.
Requirements are as follows: Contractor shall provide, on site,
computer programmers with specialized knowledge of development tools
which are web-based and multi-platform capable of accessing Oracle
databases. Knowledge of the Oasis regulations and requirements thru
release 2 is preferred. The estimated level of effort is expected to be
5000 hours. The price shall be a fully loaded cost per hour. Based on
the cost per hour rate, task orders will be issued for each required
task. Department of Labor Wage Determination No. 94-2023, Rev. 13 shall
apply ($22.08 per hr, plus $1.63 Fringe Benefits). The programmers
shall possess the skill level enumerated in the Service Contract Act
Directory of Occupations under skill category 03074. Experience
required is a minimum 4-year college or technical degree and minimum 2
years experience. The government, upon award, reserves the right to
interview and accept or reject programmers proposed by the contractor.
The Government reserves the right to reject any programmer that fails
to meet expected performance needs. The contractor will have 48 hours
to replace the programmer. The following FAR clauses/provisions are

seq.), 52.222-44, Fair Labor Standards Act and Service Contract
Act-Price Adjustment, (29 U.S.C. 206 and 41 U.S.C. 351, et seq.)),
52.232-22, Limitation of Funds (notification period is changed to 30
days). Offerors responding to this announcement must provide the
information contained in 52.212-1, Instructions to Offerors Commercial
Items and must include a completed copy of provisions 52.212-3,
Offeror Representations and Certifications Commercial Items. The
offeror must also provide it's, Contractor Establishment code (DUNS
Number) and Tax Identification Number (TIN). The Government intends to
award to the responsible contractor whose quotation is the most
advantageous to the Government considering price and price-related
factors: Technical Specification compliance, past performance, and
price. Technical specification compliance and past performance are
equal, and when taken together are significantly more important than
price. The offeror shall supply 3 resumes of possible programmers along
with other relevant performance information. At least 3 references are
required for past perfromance. If a change occurs in this requirement,
only those offerors that respond to this announcement within the
required time frame will be provided any changes/amendments and
considered for futurediscussions and/or award. The written proposals
and the above, required, information must be received at this office on
or before 07 January 2000 by 12:00PM Mountain Savings Time. Point of
