Statements are sought only from 8(a) companies that are owned by Native

with FAR 19.805-1(b)(2) which reads in part: "Where an acquisition
exceeds the competitive threshold ($3,000,000), the SBA may accept the
requirement for a sole source 8(a) award if the SBA accepts the
requirement on behalf of a concern owned by an Indian tribe or an
Alaska Native Corporation." A library of qualified capability
statements is being assembled at Goddard Space Flight Center, Earth
Science Procurement Office, for the purpose of assisting acquisition
personnel in developing source lists for a variety of future
procurements related to Earth Science. The Earth Science (Code 900)
acquisition forecast is located at:
http://genesis.gsfc.nasa.gov/gsfcfore.htm. In particular, NASA/Goddard
Space Flight Center is soliciting capability statements for potential
sources for computer operations, systems analysis, and documentation
support services for the Earth and Space Data Computing Division
(ESDCD). The Contractor shall operate the ESDCD computer environment,
resolve problems in meeting workload deadlines, analyze operational
problems, differentiate between hardware malfunctions and program and
data problems and take appropriate action including making
recommendations. The ESDCD provides large-scale scalar and
supercomputing support to more than 1000 users involved in NASA Space
and Earth Science research programs. The Contractor shall maintain
tapes and user identification records for the assignment, release and
accounting of these tapes and furnish monthly reports regarding their
usage. A cost-plus-award-fee contract is contemplated. The estimated
period of performance is 5 years. No solicitation exists; therefore, do
not request a copy of the solicitation. If a solicitation is released
it will not be synopsized in the CBD or on the NASA Acquisition
Internet Service. NASA intends to award a sole source 8(a) contract to
a company owned by a Native American Indian Tribe or to an Alaska
Native Corporation. Qualified vendors having the capabilities necessary
to meet or exceed the stated requirements for the ESDCD procurement are
invited to submit appropriate documentation, literature, brochures, and
references. Offerors should specify if they wish to be considered for
all future procurements, or only for the ESDCD procurement. Technical

was posted on November 2, 1999. Respondents to that previous posting
do not need to reply again. A decision by the Small Business
Administration made it necessary to reissue this notice. This synopsis
is for information and planning purposes and is not to be construed as
a commitment by the Government nor will the Government pay for
information solicited. Respondents will not be notified of the results
of the evaluation. Respondents deemed fully qualified will be
considered in any resultant solicitation for the requirement. NASA,
GSFC intends to award the resulting contract as a Section 8(a) Small
Disadvantaged Business Set Aside. All responses shall be submitted to
