The Department of Veterans Affairs (VA) Office of Acquisition Operations and Service is soliciting offers for a firm-fixed price type contract to develop, implement, and maintain a Veterans Health Administration (VHA) National Compliance Line. Pursuant to the Department of Health and Human Services' Compliance Program Guidance for Hospitals the VHA is establishing a nationwide hotline as an avenue for VHA employees to report suspected compliance violations. The project requires the contractor to conduct the following tasks: 1) assist the VHA in establishing a VHA specific profile that the contractor will maintain in its database; 2) implement and operate the compliance line; and 3) provide various reports to VHA concerning the compliance line. The MINIMUM QUALIFICATION FOR THIS REQUIREMENT is past performance in implementing and operating a compliance line. Furthermore, the contractor must be capable of providing a 24 hours/day, 365day/year hotline service staffed with personnel highly trained in health care terminology as well as health care compliance. Offerors that fail to clearly demonstrate that they meet the minimum qualification will be determined non-responsive, and will not be further evaluated. The technical solution will be evaluated using oral presentations to be conducted in Washington, DC. This solicitation is unrestricted and the SIC Code for the procurement is 7389. The performance period for the resulting contract will be a base year and four (4) option years.
