202-307-1971 It is the intent of the Department of Justice (DOJ) to
negotiate on a sole source basis with Pitney Bowes, (PB) (Pitney Bowes,
Inc., 8th Floor, 7630 Little River Turnpike, Annandale, VA 22003) to
provide meter rental and maintenance of mail metering equipment, i.e.,
scales and bases, used by the DOJ. All equipment is already installed
at DOJ sites. DOJ believes that only PB can provide maintenance of the
PB scales and bases, all of which are owned by DOJ. The mail meters
must be able to interface with the scales and bases, and since only PB
meters can interface with PB scales and bases, the Department must
rent PB meters. The standalone meters cited here are included as a sole
source requirement because they also must be able to interface with
DOJ-owned scales manufactured by PB. PB equipment obtained under other
contract vehicles may be added to the contract throughout the term of
the contract. The models and approximate numbers of PB meters, scales
and bases that will be covered initially by the contract follow:
Meters: model A905, qty 1,235; model 6905, qty 325. Bases: model E200
qty 720; model E510 qty 350; model 5600 qty 255; model 6115 qty 110;
model Star 700 qty 1. Scales: model Datapost 10 qty 425; model LMS30
qty 430; model Star 160 qty 250; and model N900 qty 515. These machines
are located in DOJ offices throughout the United States. No
solicitation document exists. Interested parties must respond with a
written statement of capability that convincingly demonstrates that
they possess extensive experience maintaining PB equipment. In
addition, respondents must explain how they will be able to rent PB
meters to DOJ and obtain access to PB repair parts and any required
testing equipment. Responses received as a result of this notice of
intent shall be considered solely for the purpose of determining
whether to conduct a competitive procurement. Responses will not be
considered as either proposals or bids, and cost or pricing data is not
solicited. A determination by the Government not to open the
requirement to competition based upon written responses to this notice
is solely within the discretion of the Government. The anticipated
period of performance under any resultant contract will be one year
from the date of award with four (4) one-year option periods to extend
