SOLICITATION WILL BE ISSUED USING 100% ELECTRONIC PROCEDURES. NO PAPER
COPIES WILL BE PROVIDED. The work includes, but is not limited to, the
following airfield work at Fairchild AFB, WA: (1) Removal of rubber
deposits of all types (approximately 270,000 S.F.) from specified areas
of Runway 05/23. Removal of rubber will be accomplished by one of the
following methods: high pressure water or by chemicals. (2) Removal of
loose and flaking paint (approximately 188,000 S.F.) from the
airfield. (3) Layout work for new markings on specified areas of the
airfield. (4) Application of traffic paint and reflective media to
airfield pavement surfaces (approximately 312,000 S.F.). (5)
Application of non-reflective traffic paint to airfield pavement
surfaces (approximately 311,000 S.F.) (6) Protection of traffic paint
until dry and hardened sufficiently to withstand traffic. This
acquisition will use Best Value and Past Performance Trade-off
procedures. The magnitude of this project is estimated to be between
$100,000 and $250,000. Performance period for this project is 50
calendar days. This time period is further broken out into two separate
phases. The first phase is 20 calendar days for submittals; the second
phase is 30 calendar days for the contractor to complete the physical
portion of the work. A Notice to Proceed will be issued for each
phase. Rubber and paint removal shall be accomplished during the period
beginning Thursday and ending Monday (dates to be determined later).
All pavement marking on the runway shall be accomplished during the
period beginning Thursday and ending Monday (dates to be determined
later). This work is located in a controlled area. This project is 100%
unrestricted. Any responsible source may submit a proposal. This SIC
Code for this acquisition is 1611. The business size standard is $17
million. The solicitation will be available through the business
opportunity web page at the following address: www.eps.gov. However,
proposers will be required to submit their proposals via paper copy.
