8A Firms registered with the San Francisco District Office of the Small
Business Administration. This is a multi-trade contract for
construction services in Sonoma and Marin counties, California. The
primary area of responsibility is at the U.S. Coast Guard Training
Center, Petaluma, CA, with the possibility of work performed at
adjacent USCG Stations and housing in the North San Francisco Bay Area
such as Sausalito, Bodega Bay, Novato, and Point Reyes. Under this
procurement, the contractor shall provide all labor, material,
supplies, transportation, supervision, and all other necessary items to
complete assigned work in complete compliance with all plans, drawings
and specifications. Work will be issued by individual delivery orders
with scope of work and price negotiated between the parties with the
Government having the option to issue unilateral delivery orders.
Proposals for delivery orders shall be submitted utilizing the latest
R.S. Means Building Construction Cost Data (Western Edition), for unit
price bare cost determination multiplied by the bid price coefficient
as described in Section M of the solicitation. The procedure for
yearly inflation adjustments is also described in the solicitation.
Common trades which may be needed include: carpentry, plumbing,
electrical, laborers, power equipment operators, cement/concrete
workers, asbestos removers, painters, and other trades common to the
construction industry as identified in the Davis-Bacon Wage
Determination. The contractor will be required to perform
multi-discipline construction, repair, and remodeling work at the above
USCG facilities using these trade workers. The contract will be awarded
to one firm for a base year with four option years with a yearly
minimum of $100,000 in awards and a yearly maximum of $2,500,000. Award
will be made under the "Best Value" provisions of Section 15 of the
Federal Acquisition Regulation and applicable statutes and rules, and
regulations of the USCG utilizing the dual selection criteria of (1)
"past performance and experience" and (2) "price" as described in
Section M of the solicitation. Separate proposals for each of the two
criteria will be required. The proposals will be given approximately
equal weight during the selection process. A copy of the solicitation
