This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation (F26600-00-Q-1120) is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14. This solicitation is 100% reserved for small business. The Standard Industrial Code (SIC) for this solicitation is 3273 with a small business size standard of 500 employees. There is one (1) line item included in this solicitation. The contractor shall provide all 500 yards of 650 flex airfield mix, design N982 on 14 Jan 2000. Proposals shall be priced by the yard. Concrete must meet all of the following specifications: (1) Nominal maximum size of aggregate shall be 1 inch. (2) Cement types IA or IIA shall be used. (3) The minimum cement content shall be 564 pcy of concrete when using only Portland cement as the cementitious component of the concrete mixture. (4) The minimum amount of Portland cement shall be 517 pcy of concrete when fly ash is used as an additional cementitious material. (5) The water cementitious ratio is defined as the mass of water divided by the combined mass of cement and fly ash. This ratio shall not exceed 0.45%. (6) The target air content of the concrete mix must be 3.0% to 6.0%. (7) Fine aggregate shall conform to ASTM C33. (8) Course aggregate shall confirm to ASTM C #57 or #67 and shall be 50% to 55% of the total aggregates. (9) The required 28-day flexural strength of the concrete shall be 650 PSI and tested IAW ASTM C78. Award will be made to the responsible, responsive offeror whose offer will result in the best value to the government, price and past performance considered. Contractors must provide a listing a previous, similar work accomplished within the past year. The listing shall identify the job, cost, point of contact with telephone number, date completed, and whether the product was provided on time.
