NASA/GSFC plans to issue a Request for Quotation (RFQ-571-33960-0000-721) on, or about January 6, 2000 with quotes due on or before January 17, 2000, for the upgrade of an existing GPS Simulator, manufactured by Global Simulation Systems Inc., to add Dual RF Outputs with L1 and L2 cability. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items on a sole sources basis from Global Simulation Systems Inc of Schaumburg, IL and Ft. Worth, TX. Due to the complexity of the signal to be replicated and the precise timing involved, only the original equipment manufacturer is capable of performing the required upgrade. Market research was conducted and no other vendors were found to exist due to the proprietary nature of the equipment involved. The Government intends to acquire a commercial item using FAR Part 12.
