Technology Laboratory (ETL) of the National Oceanic and Atmospheric
Administration (NOAA) proposes to negotiate on a sole = source basis
contract under the authority of 41 U.S.C. 253(c)(1) with Radian
International for the following radar wind profiler items to be used on
a 449 MHz system, and to be compatible with the existing ETL radar wind
profiling equipment. Item 1) One each Radar Receiver Unit: The Receiver
Unit must be 100% compatible with NOAA-built data acquisition system
(hardware and software), the Interface Unit (Item 2) and the Radar
Transmit/Receive Unit (Item 3). The Receiver Unit must utilize a 60 MHz
IF and must be a matched receiver for four software-selectable pulse
lengths of 0.666, 1.33, 2.66 and 5.66 microseconds. The Receiver Unit
must also support software-selectable pulse coding utilizing bi-phase
modulation of complimentary pairs. Item 2) One each Radar Interface
Unit: The Interface Unit must be 100 per cent compatible = with
NOAA-built data acquisition system (hardware and software), the =
Receiver Unit (Item 1) and the Transmit/Receive Unit (Item 3). The
Interface = Unit must utilize a 12-bit analog-to-digital converter and
support software-selectable antenna selection bits. The Interface Unit
must = have test and receiver signal outputs for the pulses TR, TX,
SYNCH, PHSE, = and for I and Q. Item 3) One each Radar Transmit/Receive
Unit: The Transmit/Receive Unit must be 100 per cent compatible with
NOAA-built data acquisition system (hardware and software), the
Receiver Unit (Item 1) and the Interface Unit (Item 2). The
Transmit/Receive Unit = must up-convert and down-convert the 60 MHz IF
signal to 449 MHz, while providing for transmission with receive
protection up to a 3 kW peak-power transmission (less than15 per cent
duty-cycle), and = reception with transmitter isolation. Item 4) 24
each 18-element = coaxial-colinear Antenna Sticks: The Antenna Sticks
must be composed of 18 half-wavelength elements arranged as a
center-fed coaxial-colinear antenna completely enclosed in a
weatherproof and airtight radome (coated with an additional radome
protecting if required). The Antenna Sticks must be designed to operate
approximately a quarter-wavelength above a ground plane in sets of 12
parallel units spaced approximately 0.6 wavelengths apart at 449 MHz.
They must be tuned in such a way as to maximize power transfer from 50
ohm feed cables, while accounting = for mutual coupling effects at
pointing angles of 0 and near plus or minus 15 degrees from zenith. The
Antenna Sticks will utilize 7/16 DIN male elongated-housing
connectors.. This procurement is being conducted per FAR Part 13,
Simplified Acquisition Procedures. This synopsis is = issued for

will be made on the basis of requests in response to this notice.
Information submitted in response to this notice will be used solely to
determine whether or not use of competitive procedures to fulfill this
requirement would be in the Government=92s best interest and must =
