synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; a quote is being requested and a written
solicitation will not be issued. Solicitation N61339-99-Q-9355 is
issued as a request for quote and incorporates the provisions and
clauses in effect through Federal Acquisition Circular 97-14. The
solicitation shall be awarded on a sole source basis to Jason
Associates Corporation, San Diego, CA. The SIC Code for this
solicitation is 3699 with a size standard of 750 employees. The
following items are required: CLIN 0001, Modification and Retrofit of
Existing Portable Z-Drive Trainer (PZT) to Incorporate Full Follow Up
(FFU) Tractor Control Steering System, 9 EA; CLIN 0002, PZT with FFU
Tractor Control Steering System, 8 EA; CLIN 0003, Engineering Technical
and Support Documentation, 1 LO, Not Separately Priced. The following
Statement of Work applies: "PORTABLE Z-DRIVE TRAINING TRACTOR DRIVE
CONTROLS INTEGRATION -- This statement of work addresses the
requirements associated with the integration of a simulated Vickers
Ulstein Tractor Drive Controls (VUTDC) into the commercial Portable
Z-Drive Training (PZT) system. A one (1) day post-award program review
shall be held at the Contractor's facility to review implementation of
the simulated VUTDC. MODIFICATION AND RETROFIT UNITS (CLIN 0001): The
Government shall return to the Contractor's specified facility nine (9)
original commercial PZTs (one (1) no later than 10 days after contract
award, remaining eight (8) no later than 30 days after contract
award). The Contractor shall modify the nine (9) original PZT devices
to include a simulated VUTDC. This modification and retrofit effort
shall include the following tasks: (a) Modification of the current PZT
configuration to include both a hardware and software interface to the
VUTDC; (b) Development of a simulated VUTDC that includesall
appropriate functions associated with the operation of the actual
controls; and (c) Update the existing PZT Owners Manual to address
operation and controls of the VUTDC and any associated maintenance
requirements. The Contractor shall modify the current PZT hardware
configuration as follows: (1) Ensure the power supply has the necessary
power to drive both the PZT components and the simulated VUTDC
components; (2) Ensure ability to perform standard commercial PZT
operation and Tractor control operations (simultaneous operation of
both functions is not required); and (3) Ensure configuration that
enables the PZT to power the simulated VUTDC unit and provide
communications between it and the PZT. The Contractor shall develop a
portable VUTDC unit that simulates the functions of the actual tractor
drive controls. This includes the development of the following
components: (i) A Trainer Case (TC) similar in size, shape, color, and
style to the PZT shall be used to house the simulated tractor drive
controls; (ii) Two (2) Simulated Tractor Drive Controls (STDC) panels
shall be integrated into the trainer case and each STDC panel shall
look, feel, and function similar to the actual ship VUTDC panel and
include the following components: Combi-lever (simulated), RPM Gage
(simulated); Azimuth Indicator (simulated), and Appropriate switches
and lights to permit correct operation of the control panel; (iii) A
Control Module (CM) which shall handle the transfer of data between the
simulated VUTDC and the PZT and also provide the interface to the
controls, switches, and indicators; and (iv) A Power/Serial Cable (PSC)
that shall provide the direct interface between the CM and the PZT
processor. The Contractor shall modify the current PZT software
configuration as follows: (A) Upgrade the PZT control pages to allow
selection of the tractor drive control option; (B) Integrate a serial
interface handler to transfer data between the PZT processor and the
simulated VUTDC unit; and (C) Upgrade the PZT drive control software to
allow VUTDC inputs to correctly affect ship-handling functions. The
Contractor shall develop the CM firmware necessary to perform the
following functions: (aa) Collect operator inputs from the simulated
combi-levers and appropriate switches; (bb) Build data packets to
transfer inputs to PZT processor; (cc) Receive data packets from PZT
processor; and (dd) Drive RPM gages, azimuth indicators, and
appropriate lamps. The Contractor shall use the same software language
as in the original PZT for the PZT software modifications. The
firmware in the CM shall use both C and assembly language. PRODUCTION
UNITS (CLIN 0002): The Contractor shall perform the following
production unit tasks: (a) Build eight (8) PZTs with simulated VUTDC;
and (2) Verify that the eight (8) new PZTs with simulated VUTDC perform
correctly. Each of the eight (8) new PZTs shall be built to include the
changes as defined within this SOW under MODIFICATION AND RETROFIT
UNITS above. DOCUMENTATION (CLIN 0003): The Contractor shall update the
current PZT Owners Manual to reflect the changes associated with
integration of the simulated VUTDC and a copy of the update
documentation shall be included with the delivery of each trainer set."
Delivery of all CLINs shall be made no later than 180 days after
contract award to Supervisor, Primary Crew Assembly Facility (PAF), 400
Wells Street, Marinette, WI 54143; acceptance shall be made at
destination upon delivery. Delivery shall be made FOB Destination. The
following FAR/DFARS provisions and clauses apply to this acquisition:
52.212-1, 52.212-3, 52.212-4, 52.212-5, 252.2121-7001. The following
subparagraphs of FAR 52.212-5(b) apply: (1), (6), (7), (8), and (9).
The following subparagraphs of FAR 52.212-5(c) apply: None. The
following clauses of DFARS 52.212-7001(b) and (c) apply: 252.205-7000,
252.219-7003, 252.219-7005, 252.225-7012, 252.227-7015, and
252.227-7037. A completed copy of the following must be included with
the quote: FAR 52.212-3 and DFARS 252.212-7000. The following clauses
also apply: DFARS 252.204-7004, "Required Central Contractor
Registration," FAR 52.227-19 "Commercial Computer Software --
Restricted Rights" and "Year 2000 Warranty-Commercial Supply Items --
The contractor warrants that each hardware, software, and firmware
product delivered under this contract and listed below shall be able to
accurately process date data (including, but not limited to,
calculating, comparing, and sequencing) from, into, and between the
twentieth and twenty-first centuries, including leap year calculations,
when used in accordance with the product documentation provided by the
contractor, provided that all listed or unlisted products (e.g.
hardware, software, firmware) used in combination with such listed
product properly exchange date data with it. If the contract requires
that specific listed products must perform as a system in accordance
with the foregoing warranty, then that warranty shall apply to those
listed products as a system. The duration of this warranty and the
remedies available to theGovernment for breach of this warranty shall
be as defined in, and subject to, the terms and limitations of the
contractor's standard commercial warranty or warranties contained in
this contract, provided that notwithstanding any provision to the
contrary in such commercial warranty or warranties, the remedies
available to the Government under this warranty shall include repair or
replacement of any listed product whose non-compliance is discovered
and made known to the contractor in writing within ninety (90) days
after acceptance. Nothing in this warranty shall be construed to limit
any rights or remedies the Government may otherwise have under this
contract with respect to defects other than Year 2000 performance." The
