intends to award a sole source contract to Progress Software
Corporation 8150 Leesburg Pike, Suite 700, Vienna, VA for software
maintenance on existing software. This is a combined
synopsis/solicitation for a commercial item prepared in accordance with
the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR),
as supplemented with additional information included in this notice.
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION, quotes are being
requested and a written solicitation will not be issued. The
solicitation number is 1PI-Q-0121-0. The solicitation document and
incorporated clauses and provisions are hose in effect through Federal
Acquisition Circular 97-07. The Government intends to solicit and
negotiate on an other than full and open competitive basis pursuant to
FAR 6.301-1 with Progress Software since they are the only source
which can provide maintenance on UNICOR's existing software programs.
UNICOR requires maintenance support for a twelve month period of nine
(9) months. Progress Software will provide the following maintenance
support: progress Software mainte nance for 52 copies of version 7.3A
running on Data General minicomputers, operating on 5.4R3.10T. Progress
software maintenance for 20 seat Provision Licences, for NT 4.0
workstations, Progress software maintenance for one seat Roundtable
Source code control license for NT 4.0 workstations, Progress software
maintenance for seventy seat Client Networking license for NT 4.0
workstations, Progress Software maintenance for seventy Query/results
license for NT 4.0 workstations, Progress software maintenance for 20
Web speed 2.0 workshop licences, for NT 4.0 workstations, Progress
software maintenance for two Web speed 2.0 Transaction server (5 agent)
licence for NT 4.0 servers. Progress software for Web speed 2.0
transaction Server (50 agent) licence. This license is for NT 4.0
servers. FAR Provision 52.212-1 Instructions to Offerors-Commercial
Items applies to this acquisition. Offer must include a completed copy
of FAR provision 52.212-3, Offeror Representations and
Certifications-Commercial Items with their offer. The following clauses
also apply to this solicitation: FAR 52.212-5, Contract Terms
Conditions Required to Implement Statutes or Executive Orders-
Commercial Items. 52-212-4, Commercial Items, 52-242-13, Bankruptcy.
Offer will be evaluated in accordance with FAR Provision 52.212-2,
Evaluation of commercial Items, price and delivery. FAR Provision
52.215, facsimile Proposals applies. Progress Software quote shall be
submitted by facsimile to (202) 305-7363/7365 by 2:00 pm eastern time
on January 04, 2000. Anticipated award will be made on January 04,
2000. Another responsible source may submit concise documentation for
consideration regarding their ability to provide the required item to
include any technical data; however, no contract will be made on the
basis of this information provided. Any response to the synopsis should
provide the solicitation number, concise documentation and technical
