Contract Specialist, 202-708-8419 The Department of Education is
soliciting proposals for the Learning Anytime Anywhere Partnerships
program (LAAP). The LAAP program is intended to help postsecondary
education institutions in the United States make the transition to a
new generation of distance education that has been made possible by the
explosive growth of the Internet and other new technologies. The scope
of the requirement includes: 1) design of a multi-year evaluation plan
that includes both formative and summative evaluation and a system for
analyzing common data across projects; 2) preliminary formative
evaluation activities that result in a report of first-year results by
June, 2000; 3) working with FIPSE program staff to develop and use
appropriate tools and methods, to collect and analyze quantitative
information about the program and to determine appropriate units of
analysis. Your technical proposal should respond to the following
evaluation criteria: Knowledge and experience in educational
evaluation, including qualitativeand quantitative methodologies and the
evaluation of applications of technology to teaching and learning 35
points; Knowledge and experience in working with higher education
organizations 15 points; Meeting tight deadlines for the collection and
reporting of data 20 points; Suitability of the plan 30 points. For
