This is a combined synopsis/request for quotations (RFQ) for commercial items IAW FAR Subpart 12.6 and FAR Subpart 13.5, and constitutes the only RFQ. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 99-04. The SIC CODE is 8744 with a size standard of 500 employees. This contract will be a 100% small business set-aside. ...................................................................... .......... Statement of Required Services. This RFQ is to provide Digital Geophysical Mapping Services (DGM) to support the Ordnance and Explosive Program administered by the USAESCH at sites in CONUS and OCONUS. DGM services may occur at various Formerly Used Defense Sites, active Department of Defense (DOD) installations, Defense sites identified under the Base Realignment and Closure Act, property adjoining DOD installations, and other federally controlled/owned sites. The contract, through multiple awards, will acquire the necessary services for performing DGM services of suspect OE contaminated areas. These services may include: analysis of past data and existing site conditions, near-surface (<20 ft) geophysical mapping and surveying the site with digital images captured in local state grid plane coordinates, creating maps and representations of the data, performing analysis to identify anomalies, performing analysis to discriminate OE from non-OE and scrap, creating anomaly selection and dig sheets and reacquiring and marking the locations on the ground for removal by others. Incidental OE services will be required for surface avoidance and survey support and also for testing innovative tools and techniques. There are three principal mission areas for DGM activities with the objectives being ferrous OE items, non-ferrous OE items and the search and interrogation of pits, trenches and other suspect disposal areas. ...................................................................... .......... This RFQ is planned for multiple awards, up to 4, to cover the above mission areas and for advanced data processing. All selected contractors shall have the technical capability to perform DGM activities in multiple mission areas but with a specialty or pillar technology in one or more areas. The contract will be an Indefinite Delivery, Indefinite Quantity, for firm fixed-priced orders under FAR Subpart 16.504 with a base year and one option year. The program value for all contracts will be $2.5M for the base year with an additional $2.45M for the option year for a total of $4.95M over two years. All awardees will be given fair consideration under FAR 16.505(b). Task orders will be awarded on a best value basis. ...................................................................... .......... FAR 52.212-1, Instructions to Offerors-Commercial Items, and FAR 52.212-2, Evaluation-Commercial Items (Jan 1999) apply to this RFQ. The evaluation factors are: (1) technical capabilities (60 points), (2) past performance (40 points), and (3) price. Price will be evaluated for reasonablenessand realism. The technical and past performance factors, when combined, are significantly more important than price. Quotations must satisfy all material requirements of the RFQ and awards will be made based on the best value to the government, price and other announced factors considered. The top ranked quoters, allowing for coverage of all mission areas, will be selected for award. The Government's assessment of "past performance information" see FAR 42.1501- will be based on quoters' recent and relevant performance. The Government will seek present and past performance information through quoter's references and data obtained from other sources. ...................................................................... .......... Submittal Requirements. Under past performance, quoters shall provide a list of all near-surface digital geophysical mapping past and present contracts performed for Federal Agencies and commercial customers within the last 3 years from the date of this RFQ. Each quoter shall furnish the following information for each contract: a. Company/division name; b. Service provided; c. Contracting Agency; d. Contract number; e. Contract dollar value; f. Period of performance; g. Name, address, FAX number, and telephone number of the Contracting Officer; h. Explanations regarding any performance deemed not acceptable to the customer or not in accordance with the contract. Under technical capabilities, quoters shall submit: (1) A brief description of experience with geophysical surveying for buried UXO, including specifics on detector types, navigation types, and survey platforms (Reference specific jobs and include a POC name and telephone number); (2) A description of data processing methods currently employed by the quoter; (3) A QA/QC Plan for geophysical surveying for UXO; (4) A description of GIS capabilities and compatibility with CEHNC's platform (See Data Item Description, DID OT-005-07); (5) Applicable key personnel qualifications and resumes, including relevant education and experience (Quoters shall select which of the key personnel from OT-025, para. 10.3, will be used in performance of the contract. Proposed key personnel must meet the requirements of OT-025. Unconditional letters of commitment, from the persons themselves, must be included for persons not currently employed by the quoter.); and (6) Proposed personnel, equipment, and software (State whether existing or will be procured for this contract). Technical capabilities subfactors 1 and 2 are the most important with subfactors 3 through 6 of equal, but lesser importance. The following DIDs will constitute part of the contractor's performance obligation after award: OT-005-01, OT-005-05, OT-005-06, OT-005-07, OT-005-11, OT-015, OT-025. Ordinarily, contractors will be responsible for providing the categories of key personnel identified in their quotations, but the government may require the contractors to provide other categories of key personnel listed in OT-025 on an as needed basis. Quoters do not have to document their plan forspecific conformance with these DIDs in their quotations except as expressly referenced in this RFQ. Price evaluations will be based on the prices submitted for each Contract Line Item Number (CLIN) and the vegetation/terrain and PPE modifiers (see below). All CLINs shall be fully burdened rates. Each quoter shall submit a price for each CLIN and a multiplier factor for each type of terrain and vegetation and PPE as specified in the list below. The multiplier factors will only be applied to the 002 CLIN items for actual task orders. The listed CLIN prices shall be based on fieldwork performed on level terrain with sparse vegetation in modified Level D protection. The contractor may not proceed with production geophysical mapping until the Government accepts the geophysical prove out results. Submittals including Pricing information, but excluding Representations and Certifications, shall be limited to 30 pages withno smaller than Font size 12. No pages beyond the 30-page limit will be evaluated. The quotation shall include a statement granting the government blanket permission to release data outside of the government per DFARS 252.227-7015, para. (b)(2)(ii).
