This is a combined synopsis/solicitation for commercial items in
accordance with the FAR Part 12.6. A written solicitation will not be
issued. For this action, the simplified acquisition threshold takes its
definition from FAR 13.5. The Navy's Acquisition Reform Office (ARO)
located in Crystal City, Va. has a requirement for support services.
The Statement of Work is provided now. The Government invites you to
propose your approach to meeting this requirement based upon the
resources identified in your Navy ITSS BPA or GSA schedule. The ARO
anticipates work to commence on or shortly after 10 January 2000 and
continue through 29 February 2000. -- The Government's award evaluation
shall be in accordance with the ordering rules stated in FAR 8.402 and
GSA language in their FSS schedules ordering terms and conditions.
Selection shall be based on the following in descending order of
importance. 1. The expertise provided by the offeror. The resumes of
Key personnel will be evaluated based on education andexperience. We'll
be looking for educational background and especially work experience
that shows prior success in meeting goals and solving problems in the
fields of work supported by the ARO and/or identified by the SOW. 2.
Past Performance is closely associated with the expertise provided.
Although the past performance of the Key personnel is of prime
importance, your corporate experience in the work areas supported by
ARO is important. 3. Technical Approach. Please provide a written
response to how you would meet the needs of the ARO as described in the
SOW. 4. Price will be evaluated for Realism and will become more
important as the range of technical scores narrow. Please provide a
breakdown of the price by labor categories, fully burdened prices per
hour, and quantities of hours per category. Other direct costs should
identify what tools you need and expenses you anticipate to directly
support the labor you offer. The scope of this requirement is
sufficiently definite that you may want to quote a fixed price. Please
limit your offer to ten pages total. The time for submission of quotes
is 2:00 PM on Friday 7 January 2000. Your response may be made via

mail. STATEMENT OF WORK Title: Integrated Simulation Based Acquisition
and Integrated Data Environment Application Concept Task Description:
1) Develop a concept of operations description, and support a needs
assessment for integrated IDE and SBA approaches to acquisition
programs. Specifically: Consolidate technology and policy drivers,
including, where required, interviews with Department of the Navy
component commands to determine implementation needs and constraints
Consolidate user needs, including, where required, interviews with
DRPM's and PEO's to determine implementation needs and constraints 2)
Provide support to assess available technologies to meet top level IDE
and SBA objectives. Specifically: Review COTS and NDI IT systems for
application Review ongoing development efforts within Government at
large and DoD and DoN in particular. Provide an initial assessment of
the application of identified technologies as SBA and/or IDE building
blocks to meet DoN objectives. 3) Identify candidate technologies and
applications to be highlighted at the ARO SBA/IDE Technology Showcase
end of FY00 Q2. 4) Participate in preparation of an Integrated SBA/IDE
Campaign Plan to include but not be limited to the following sections.
Requirements and Concept of Operations Vision Statement Guiding
Principles Background Technology Survey and Assessment Results
Objectives and Actions Funding Strategy 5) Prepare a straw-man business
case analysis to support evaluation of SBA and IDE implementations and
options. Deliverables: 1) Monthly progress report, NLT the 15th of
each month 2) Business Case Model Draft Report, 28 February 2000 3)
