Goddard Space Flight Center (GSFC) is planning to issue a draft request
for proposal (DRFP) to provide continued support to GSFC's Space and
Earth Sciences Data Analysis (SESDA) programs. The contract is to
provide computer systems management, including the operating system and
application software, the development and use of scientific and
engineering data analysis systems, and the engineering efforts that
develop new technology for scientific instrumentation for Space and
Earth Sciences research at the GSFC. The Space and Earth Sciences
programs consist of research in a broad range of science disciplines,
including solar and space plasma physics, astrophysics and astronomy,
planetary studies, atmospheric science and climatology, oceanography,
land processes, geodynamics, and solid earth geographics. Research and
information technology services includes scientific data analysis;
modeling and simulation of physical processes; development of flight
project data systems, including field experiments,development of
large-scale data management, archival and delivery systems, systems
analysis, and programming; and includes engineering, technology,
development and research network engineering. The contractor shall
support work in all these areas. Work carried out under this contract
is in support of all GSFC organizational elements which are funded in
GSFC's strategic areas of responsibility of Earth Sciences, Space
Sciences and Technology. It is expected that a full and open
competition Cost-Plus-Award-Fee 5 year contract will be awarded. We
anticipate release of the DRFP on or about January 7, 2000. Potential
offerors are invited to comment on all aspects of the DRFP, including
the requirements, schedules, proposal instructions, and evaluation
approaches (including any unnecessary or inefficient requirements.) All
comments shall be considered by the agency. All comments or questions
to the DRFP must be submitted in writing by mail or electronically to
Mrs. Kruger, Contract Specialist, listed by the close of business
on/about January 21, 2000 for consideration. Mrs. Kruger is located in
Bldg. 26, Rm. 232 at GSFC, Greenbelt, MD. We anticipate release of the
final solicitation on/about February 10, 2000 with proposals due
approximately 45 days later. The provisions and clauses in the RFP are
those in effect through FAC 97-14, PN 97-34 and PIC 99-19. The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. The SIC Code and Size Standard are 8731 and 500
employees respectively. A total small business subcontracting goal of
30% is established as follows: Small Disadvantaged: 15%; Women Owned
Small Business: 10%; Historically Black Colleges and Universities:
1.0%; HUBZone Small Business Concerns: 0.50%; and Other Small Business
Concerns: 3.50%. The DPAS rating for this procurement is DO-C9. An
