The DTRA is seeking competent performers with the ability to manage Russian Institute collaborative research projects whereby U.S. researchers will be placed in Former Soviet Union BW research institutes to work side-by-side with Russian counterparts om DOD approved projects. This Collaborative Research Project is designed to take advantage of the extensive expertise of FSU Biological Weapons (BW) scientists to address DoD bio-defense needs in the areas of force protection, medical countermeasures, and modeling. Variations in requirements and focused areas will require adaptation, speed, and flexibility. This will augment U.S. research capabilities while gaining transparency into Russian biotechnology activities. This project allows for the opportunity to simultaneously enhance our own abilities to address the BW threat and to reduce the threat posed by former Soviet capabilities. DTRA requests that performers submit the following as minimum qualifications: 1. Past Performance in specific areas (include contract numbers, POCs (references), $ amount, period(s) of performance, where and when performed, and applicability to the DTRA requirements stated in this announcement. 2. Corporate experience (past performance that lends itself the DTRA requirements stated in this announcement.) 3. Capabilities statement to perform according to stated needs. 4. CONUS and OCONUS locations. 5. Resumes of key personnel (managerial and technical). 6. Availability of resources to commence work on a specified date.
