Representatives is seeking interested and capable vendors to compete
for the award of a contract(s) for a limited pilot program to study the
potential of introducing data services based on Digital Subscriber Line
(DSL) technology to the House of Representatives. Potential offerors
should be aware that this procurement supports only a pilot program
designed to evaluate the services as part of the on-going effort to
enhance the quality of data communications (specifically as they relate
to Member District office and other fixed remote locations) at the
House in the rapidly changing IT market. This RFP and the resulting
pilot will evaluate the applicability of the technology, administrative
burden of a potential follow-on, larger-scale program, potential
service and support issues and challenges, and financial benefits for
the House. The primary goal is to offer a reliable, robust, faster and
less expensive method of data exchange between Capitol Hill and Member
