(202) 502-2334 The Administrative Office of the U.S. Courts intends to
issue a sole source contract to KPMG to provide services for the
maintenance and operation of a Shared Service Center (SSC) to be
developed upon the implementation of the Human Resources Management
Information System (HRMIS) currently being developed for the judiciary.
The modernized system is being developed under a competitively awarded
contract with KPMG by customizing the PeopleSoft, off-the-shelf
personnel and payroll software application for federal government
employees to meet the needs of the judiciary. The current operation of
human resource responsibilities (e.g., personnel action processing,
policy issues related to compensation, training, and other HR areas,
including customer service to the employee populations services, etc.)
relies on a combination of organizational units to support the
personnel and payroll functions for the judiciary. For approximately
one year, KPMG, under their current contract, has provided the
necessary programming, analysis, project management, and other services
necessary to modify the PeopleSoft software and convert/adapt the
legacy system data for use in the new software. When this phase is
complete and the government accepts the modified software product, the
government becomes responsible for its maintenance and operation.
During the implementation of the remaining two phases of the modified
PeopleSoft system, the functions and operations of the Human Resources
area must continue for the AO Personnel Office and the population it
supports. The SSC is being developed to perform and/or coordinate this
work. The coordination of all efforts in a timely fashion to execute
a timely cut-over to the new system is critical. To accomplish this
end, the awardee must have knowledge and experience in the PeopleSoft
software and the following: 1) Knowledge and familiarity with the
automated systems and payroll operations which the SCC will support,
which have a significant number of features that are unique to the
judiciary and that have been developed by KPMG analysts, personnel, and
payroll functional experts, programmers and others hired to work under
direct KPMG supervision during the development of system requirements
and subsequent modifications to the human resources, payroll, and
benefits components of release 7.5.1 of the PeopleSoft Federal product.
2) Support to the SSC will require familiarity with the PeopleSoft
Federal product, the modifications performed for the judiciary, and the
work process which are specific to the Third Branch. 3) It is critical
that the production system supported by the SSC and the development
system used by the Personnel Systems Modernization Project (PMSP) are
maintained in parallel configurations to ensure smooth operations when
the Courts and Chambers phase is executed. A linkage to the continuing
development effort must be maintained, with contractor expertise from
both system production and development efforts shared as needed. 4)
Familiarity with the AO's organization structure, therelationship with
the accounting system and associated interface programs, and the
Personnel Systems Modernization Project development effort are critical
to ensure quick responses and effectiveness without a long learning
curve. A firm-fixed price contract for a base year with four option
years is anticipated to be issued for these services along with an
indefinite-delivery, indefinite quantity portion for other services
related to the Shared Service Center. Interested sources may submit
data to demonstrate their ability to satisfy this requirement, along
with detailed proof and extent of their knowledge of the four mandatory
requirements stated above. Such data shall include, as a minimum, a
complete description of how the requirement will be met, pricing with
all applicable discounts, GSA contract number (if applicable), point of
contact, past performance and experience where the firm has provided
this specific service, including the PeopleSoft knowledge and
experience, and any other pertinent information. Interested sources
must also show that it is advantageous for the Government to consider
its services. As a result of analyzing responses to this synopsis of
intent, the Contracting Officer may determine that a solicitation will
be issued. If a solicitation is issued, no additional synopsis will be
published. Any such solicitation will be issued to the intended awardee
and all firms who respond to this synopsis of intent. If no affirmative
written responses are received within 30 calendar days of the
publication date of this notice to the effect that an acceptable
alternate source is available, a contract will be placed with KPMG.
This synopsis is a notice of intent to award a contract and should not
be considered as a request for offers. The government will not pay for
information developed to respond to this notice. Interested sources
