contemplated contract action is Phase II of procurement of 50 each
AGM-86D Conventional Air Launched Cruise Missile (CALCM) Penetrators.
Phase I was the initial contract action utilizing an Undefinitized
Contract Action (UCA) under the authority of 10 U.S.C. 2304 (c)(2),
Unusual and Compelling Urgency, excepted from synopsis by FAR
5.202(a)(2). Phase I activities included the development of integrated
design layouts, wiring diagrams, structural and electrical production
drawings, air vehicle item specifications and warhead item
specification and procurement of long lead items. The action will
incorporate a Contract Change Proposal (CP to the CALCM Replenishment
contract with Boeing Military Aircraft & Missile Systems Group numbered
F34601-99-C-0096. The last 50 each AGM-86C CALCM Block 1a on
F34601-99-C-0096 will be modified to AGM-86D CALCM Penetrators. Phase
II establishes the requirement for delivery of thirty (30) complete
missiles and establishes a priced option for an additional twenty (20)
complete missiles. The Government's desired delivery is 2 each
February 2000 to support flight test, production deliveries to follow
monthly. The approximate issue/response date will be 07 JAN 2000.

available from only one or a limited number of responsible source(s)
and no other type of supplies or services will satisfy agency
requirements. It is suggested that small business firms or others

Specifications, plans, or drawings relating to the procurement
described are incomplete or not available and cannot be furnished by
the Government. Note: An Ombudsman has been appointed to hear concerns
from offerors or potential Offerors during the proposal development
phase of this acquisition. The purpose of the Ombudsman is not to
diminish the authority of the program director or contracting officer,
but to communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
