"The lease, awarded to Raytheon Systems Co. by USAF/AFMC Aeronautical
Systems Center (ASC) is a sole source follow-on contractual action to

Projects (EC): Provide Compliance Monitoring (Project Number

Decommission and Remove NTS Storage Tanks at IWTP (Project Number
ACHA007C08); Provide Compliance with Synthetic Minor Emission Limits
for HAPs (Project Number ACHA007C09); Survey Update and Protection Plan
for Pima Pineapple Cactus (Project Number ACHA007C10); Environmental
Compliance Assessment Management Program (ECAMP); Pollution Prevention
Projects (PP): Elimination of Hazardous Air Pollutants (HAPS) and
Volatile Organic Compounds (VOCs)at Plant 44 (Project Number
ACHA00PV01); Elimination of Methylendianiline (Project Number
ACHA00PV02); Solvent Elimination Using CO2 Stripping of Paint and
Special Coatings (Project Number ACHA00PV03). In addition to the
preceding known projects, other out-of-cycle CTR, IRP, EC and PP
projects may be required in FY2000. Work will be performed on Air Force
Plant 44 which is a Government-Owned, Contractor Operated (GOCO) plant.
Project award is to Raytheon Systems Company which has operated and
been responsible for Air Force Plant 44 for the past 45 years.

established for this acquisition. Mr. Stephen Plaisted, ASC/SY, has
been appointed as Ombudsman to hear concerns from offerors, or
potential offerors, during the proposal development. The purpose of the
Ombudsman is to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. Existence
of an Ombudsman does not diminish the authority of the program
director or the contracting officer. Accordingly, the Ombudsman does
not participate in the preparation of solicitations, the evaluation of
proposals or the source selection process and, therefore, for routine
