Prevention Project (GEP) Project was launched in 1995 with the purpose
"to reduce the volume of emissions of greenhouse gases by increasing
energy productivity and encouraging switching to biomass fuels in
selected utilities." To date, the project has concentrated on two major
components: increasing efficiency in coal fired power plants (the
efficient coal conversion or ECC component) and year-round cogeneration
of power using biomass as fuel in the sugar industry (the alternative
bagasse co-generation or ABC Component). In 1998, climate change
awareness and outreach activity was launched to generate greater
awareness and outreach among various stakeholders of the successes of
the GEP ECC and ABC components, issues associated with climate change
and develop projects for investment from new and emerging funding
mechanisms for climate change mitigation. A Project Agreement Amendment
of the Greenhouse Gas Pollution Prevention Project (GEP) was signed
between Government of India and USAID/India in September 1999 to launch
the Climate Change Supplement. GEP-CCS will expand the ongoing current
efficient coal conversion activities as the "Efficient Power
Generation" component and add two new elements: fostering climate
change initiatives for sustainable development, and linking urban
development and climate change activities. This technical assistance
and training contract will focus on fostering climate change

and climate change. The purpose of this technical assistance contract
is to build local capacity, develop a project pipeline for climate
change mitigation projects that have Indian hosts and U.S. investors,
and increase available information and create awareness among various
stakeholders of issues and challenges related to GCC mitigation. The
primary target sectors will be the power utility and the sugar
cogeneration sectors with increasing focus on transportation and waste
management. This activity should focus on developing operational
approaches involving technology cooperation, and public-private
partnerships to promote private sector investments in climate change
mitigation technologies and projects. The ability to justify GHG
mitigation projects on local environmental and economic development
parameters should be important screening criteria for implementation.
