Mason, Contracting Officer, (301) 757-5911 The Naval Air Systems Command, intends to non-competitively procure systems engineering and software development support services to the Unmanned Aerial Vehicle (UAV) Tactical Control System (TCS) Program. The procurement provides for contractor assistance in the further development of the TCS Block 0 software to support integration with existing TCS Block 0 progress to perform launch and recovery of the an RQ-1A Predator MAE UAV, and to perform a laboratory demonstration of Level 5 interaction with an RQ 2A Pioneer Tactical Unmanned Aerial Vehicle. This effort will be the baseline for the integration of future architectural concepts in support of TCS Block 1 and Block 2 software design and development efforts. This will be a sole source procurement to Raytheon Systems Company Falls Church, VA under a contract modification to contract N00019-98-C-0190. The support is estimated at approximately eight manyears of effort over a nine-month period of performance. Successful completion of this effort requires intimate knowledge of the TCS core hardware and software, various UAV related systems and the relationship of UAVs within the air reconnaissance architecture. Raytheon Systems Company has been identified as possessing unique experience, capabilities, and insight into a broad range of areas related to the UAV TCS program, giving them a broad perspective of the requirements.
