Mason, Contracting Officer, (301) 757-5911 The Naval Air Systems Command, intends to non-competitively procure systems engineering and software development to the Unmanned Aerial Vehicle (UAV) Tactical Control System (TCS) Program. The purpose of the Tactical Control System (TCS) Block 1/Block 2 Development is to design, develop, integrate and test modifications to the TCS for operation of the Army Tactical UAV (TUAV) and the Navy/USMC VTOL Tactical UAV (VTUAV). The work will include development of software and hardware modifications, delivery of one system for Army TUAV testing, delivery of three systems for Navy/USMC VTUAV testing, and one system for Joint Service testing and demonstration. Options will be included for six additional systems for Navy/USMC VTUAV testing. This will be a sole source procurement to Raytheon Systems Company Falls Church, VA under a contract modification to contract N00019-98-C-0190. Successful completion of this effort requires intimate knowledge of the TCS core hardware and software, various UAV related systems and the relationship of UAVs within the air reconnaissance architecture. Raytheon Systems Company has been identified as possessing unique experience, capabilities, and insight into a broad range of areas related to the UAV TCS program, giving them a broad perspective of the requirements.
